Davis family business preparing 184-acre site in South Jacksonville for commercial development

Just as Florida 9A sparked development along its path in eastern Jacksonville, Florida 9B is starting to do the same as it stretches toward St. Johns County.

D.D.I. Inc., the Davis family ownership company whose holdings include the significant Nocatee development in St. Johns County, is laying the regulatory groundwork to develop a 184-acre tract at the Florida 9A-9B split in South Jacksonville, north of Bayard.

Plans show the parcel in two sites – about 122 acres and about 62 acres.

The St. Johns River Water Management District and the City are reviewing modifications to the stormwater management plans for the property.

Florida 9A has been renamed the Interstate 295 East Beltway.

The first 3-mile phase of Florida 9B is designed to connect Florida 9A to Philips Highway, which is U.S. 1, at Gran Bay Parkway.

The second 3-mile phase will connect Florida 9B from U.S. 1 south to I-95 in northern St. Johns County and is scheduled to be completed in the summer of 2016.

D.D.I.'s property under review is at the southwest part of the I-295 East Beltway and Florida 9B. The plans in review call it the Bayard Parcel.

A closer look at the documents and plans shows about 166 acres of the 184 acres would be developed:

• The 122-acre site comprises about 111 acres for development and 11 acres for stormwater management.

• The 62-acre site comprises about 55 acres for development and 7 acres for stormwater management.

The larger parcel would comprise about 77 acres for high-intensity commercial development, 24 acres for low-intensity development and 10 acres for highway development.

The smaller site would comprise about 50 acres for high-intensity development and 5 acres for low-intensity development, indicated as a school.

The PARC Group, which is developing Nocatee and has worked with D.D.I. for decades, is copied in the application materials and shown as a contact.

Jacksonville-based England, Thims & Miller Inc. is the consulting engineer.

Representatives of The PARC Group and England, Thims & Miller have not returned emails or calls for comment.

"The proposed development, when completed, will comprise a commercial development," says a general site description. "During construction, this project will include clearing, grading, installation of underground utilities, paved parking areas and storm water collection via collector pipes into several storm water management facilities."

According to a filing, the application is for the construction of a master surface water management system, "including the future commercial development of a vacant site situated near the intersection of State Road 9A and the recently permitted State Road 9B, in southern Duval County, Jacksonville, Florida."

R.G. Skinner Parkway is shown as stretching into the site.

No timeline was included in the documents.

D.D.I. initially was Davis Diversified Interests Inc., representing the Davis family that founded Winn-Dixie Stores Inc.

The Davises ended their corporate association with Winn-Dixie when the company reorganized under Chapter 11 bankruptcy laws in 2005-06.

D.D.I. Inc. was incorporated in 1984. Its current officers include Vice President Jed V. Davis, the grandson of J.E. Davis, the legendary chairman of Winn-Dixie, who was succeeded by A. Dano Davis, Jed's father.

D.D.I. operates at 4310 Pablo Oaks Court.

The PARC Group is based at 4314 Pablo Oaks Court and is led by Greg Barbour, president and chief operating officer. It was incorporated in 1991. PARC also is led by Roger O'Steen.
