Ford names 5 executives in JTA reorganization

New Jacksonville Transportation Authority CEO Nathaniel Ford has named five members to his leadership team in a reorganization of top management.

On Tuesday, Ford named Atlanta attorney William R. "Bill" Moseley as chief of staff and Brad Thoburn as vice president of long-range planning, capital programs and system development.

On Wednesday he named Alice Tolbert Cannon as vice president of external affairs; Henry Li as chief financial officer and vice president of finance and administration; and Michael Sloan as vice president of compliance and risk management.

All will report directly to Ford, who is expected to soon name a vice president for transit operations.

Moseley is the former chairman of MARTA, the Metropolitan Atlanta Rapid Transit Authority. His law practice has focused on the areas of litigation, corporate and business law and governmental affairs.

Ford, who served as general manager and CEO of MARTA from 2000-2006, said Moseley also will be responsible for performance monitoring throughout the organization.

Ford previously worked with Moseley, who was appointed to the MARTA board in 1997 to complete an unexpired term and was reappointed in 1998 for a four-year term, serving as chairman from 2000-02.

Moseley is a descendent of the first governor of Florida, William Dunn Moseley, who served from 1845-49, according to the JTA.

Thoburn has been JTA's director of strategic planning and research. He worked for the City of Jacksonville and for the Florida Department of Transportation before joining JTA in 2010.

He will be responsible for interagency relations with the state department of transportation, the City, the U.S. Department of Transportation and other regional transportation organizations.

He also will help to lead development of the authority's strategic plan to meet the transportation needs of the region and will implement and maintain the agency's capital program plans.

Cannon will be responsible for managing the agency's business development, sales and customer relations units, as well as its marketing, government relations and public and media relations efforts. Cannon has been senior manager of Parsons Brinckerhoff's Atlanta infrastructure consulting office the past seven years.

Li currently serves as chief financial and administrative officer at Hampton Roads Transit in Hampton, Va. He will oversee budgeting, accounting, real estate, grants management, human resources, procurement and inventory control at JTA.

Sloan is responsible for the planning, managing and implementation of safety and security of JTA's transit operations and enterprise risk management. A JTA news release said Sloan also will ensure that JTA meets the requirements for civil rights and DBE guidelines and will manage the agency's ethics programs and internal audit functions.

The transportation authority is an independent state agency governed by a seven-member board of directors. It operates Jacksonville's public bus service, the Downtown automated Skyway and the paratransit service. It also is responsible for designing and building roads and bridges.

Ford took the helm as JTA CEO on Dec. 3.

The JTA board unanimously chose Ford on Oct. 10. Ford succeeds Michael Blaylock, who retired Dec. 21 after 10 years leading the organization. Blaylock's decision to leave came after a Florida Times-Union investigation into criminal and driving violations by JTA bus drivers.

Ford ran two of the country's busiest transit agencies, in Atlanta and San Francisco.

Ford announced Jan. 31, eight weeks after joining the Jacksonville Transportation Authority, that he would overhaul the authority's organizational structure.

The new organizational chart shows a chief of staff and five vice presidents.

Ford said the new structure will allow decisions to be made more quickly and has clearer lines of responsibility and accountability.
