New 45-acre project next up for St. Johns Town Center area

If there was any question whether more property might be developed near St. Johns Town Center, the answer is yes.

Members of the Skinner family want to rezone about 45.2 acres south of Topgolf, west along Interstate 295, for apartments and for commercial and retail development.

Called the Hanover Town Center Mixed Use Planned Unit Development, the property would be developed in two phases.

The first phase would comprise up to 400 multifamily residences — typically apartments — on about 19.4 acres at the southern end of the site.

The second phase, immediately south of Topgolf, would consist of up to 150,000 square feet of retail commercial development and/or up to another 400 multifamily units on about 12.2 acres.

The remaining acreage is for roads, drainage and a JEA easement.

The Arthur Chester Skinner Jr. Trust proposes the rezoning from one Planned Unit Development district to another to permit a mixed-used development.

Trust representatives could not be reached Thursday.

The site is described as on St. Johns Bluff Road North between I-295 and Brightman Boulevard. Topgolf is at 10531 Brightman Blvd.

City Council is scheduled to take up an ordinance to rezone the property.

Ordinance 2016-804, introduced Dec. 13, is scheduled for a public hearing at council Jan. 24 and by the council Land Use and Zoning Committee on Feb. 7.

The Jacksonville Planning Commission will hold a public meeting Jan. 19.

Hanover R.S. Limited Partnership is listed as the developer and Arthur Chester Skinner Jr. Trust is the owner.

The agent is lawyer Wyman Duggan with Rogers Towers. England, Thims & Miller Inc. is the planner and engineer.

An exhibit filed with the ordinance shows six multifamily buildings in the first phase.

The Hanover Co., based in Houston, specializes in buying, developing and managing multifamily residential properties.

Hanover representatives did not respond to phone calls or emails.

According to hanoverco.com, its project mix totals almost 44,000 units across the country and more than $8 billion in project costs.

Its markets include Atlanta, Boston, Dallas, Denver, Los Angeles, Philadelphia and Washington, D.C.

A map shows the company is active in at least 11 states. A sample list of projects under construction shows nine more communities in eight states.

In addition to the St. Johns Town Center and The Markets at Town Center, the area at northwest Butler Boulevard and I-295 includes the new Town Center Promenade and The Strand and The Crossing at Town Center.

South of Butler, Hines is developing a mixed-use project, including apartments, and Ikea is developing at Gate Parkway and I-295.
