University of Central Florida economist Sean Snaith told 215 Jacksonville Community Council Inc. members and guests at JCCI’s annual meeting Wednesday that the economy is recovering slowly and that uncertainty among business owners and managers isn’t speeding up that pace.

Snaith cited their uncertainty about the effects of federal policies on their businesses, including uncertainty about health care reform and whether it will result in more taxes and obligations.

He also said there was uncertainty about financial regulatory reform and the general overall question of “what are taxes going to be?”

As a result, “there is no rush to go out and hire,” and Snaith predicts a double-digit unemployment rate in Florida into 2012.
