NEFBA’s Government Affairs Committee: The next Government Affairs meeting is 8:30 a.m. Thursday, June 22 at the NEFBA Offices (103 Century 21 Drive, Suite 100).
Mobility Plan Working Group: The City of Jacksonville Mobility Fee Working Group has continued to meet on a regular basis to update the mobility plan and fee. Discussions have included what methodology should be used to determine how to spend the mobility fee and the possible addition of automatic annual increase to match inflation. Meetings are scheduled for the first and third Wednesday of the month throughout the summer and are open to the public.
Blower Door Testing: The fifth edition of the Florida Building Code requires blower door testing for all residential dwelling units starting July 1. The FBC requires that air changes per hour be less than seven. The code requires the tester to be an approved third party. In Jacksonville, the approved parties are those listed on the blower door test form. That is the person who must perform the test and sign the form, not that person’s authorized agent.

School Impact Fee: The Clay County School Board voted 5-0 to approve a resolution that maintains the current level of school impact fees at $7,034. The updated study had recommended a fee of $10,732, which would have made Clay County’s school impact fee the highest in the state, but Superintendent Addison Davis recommended leaving the fee at its current level.

RARA: The St. Johns County Commission directed staff at an April 25 workshop to draft an ordinance to remove registered architecture review associations from the county’s Land Development Code. This change would mean the county would no longer be authorized to delay a building permit because of an HOA’s architecture review board. County staff proposed replacing RARA’s with neighborhood bill of rights notifications for relevant building permits inside of HOA communities.

Density Increase: The Fernandina Beach City Commission approved a proposal to increase density in the central business district. The change will now allow two residential units–one more than currently allowed–to be built over Centre Street commercial buildings.
