Both sides of Kernan Boulevard north of Butler Boulevard are slated for development — the west side with mixed-use and the east with an assisted living center.

The property is south of the University of North Florida.

At northwest Beach and Kernan boulevards, the 22.17-acre Kernan West Planned United Development could comprise three parcels for development and a park.

The owner, the Christopher Forrest Skinner Trust, wants to rezone the property. The application calls for “a pedestrian-friendly mixed-use development, which may include a mix of residential, institutional, office, retail and commercial uses.”

A site outline by engineering and planning firm England, Thims & Miller Inc. shows the project west of Kernan Boulevard between Butler Boulevard and Betty Holzendorf Drive.

One corner includes a “PUD Park” comprising a pedestrian path, respite areas, a dog park and a pond.

Three parcels comprise 3.2 acres, 2.3 acres and 16.1 acres.

A land-use table shows that 16.02 acres will be for office, institutional and residential while 5.41 acres will be for office, retail and institutional.

There is a maximum 443 dwelling units.

A plan shows an entrance at an existing traffic signal at First Coast Tech Parkway along Kernan Boulevard and a second entrance from Betty Holzendorf Drive.

Hearing dates are Thursday at the Jacksonville Planning Commission, Nov. 28 at City Council and Dec. 5 at the council’s Land Use and Zoning Committee.

T.R. Hainline with the Rogers Towers firm is the applicant.

“The PUD proposes the concept of a carefully planned mixed-use development scaled for and complimentary to the pedestrian,” reads the application.

It said “many best development and planning practices have been incorporated into the PUD.”

Across Kernan Boulevard, owner Christopher Forrest Skinner and England, Thims & Miller are working on approvals for the land, called Kernan East, to be developed with an assisted living facility.

The city issued a Conditional Capacity Availability Statement for a 124-unit, 173,280-square-foot assisted living facility on 9.68 acres.

An exhibit with the application says B&H Enterprises LLC has contracted to buy the property. State corporate records show B&H Enterprises is based in Fernandina Beach.
