Legend Senior Living, a Wichita, Kansas-based company, is adding to its Jacksonville holdings with a proposed 136-unit project near Mayo Clinic.
The company owns The Windsor at San Pablo, a 115-bed assisted living and memory care project at 4000 San Pablo Parkway, near the new site, and The Windsor at Ortega along Roosevelt Boulevard.
The developer for those and for the proposed Crosswater Boulevard project is Lawrence ALF Investments LLC, led by Legend CEO Tim Buchanan and Stephen D. Russell of Sarasota.
Legend Senior Living proposes a 135,330-square-foot independent living facility on 4.93 acres at San Pablo Parkway and Crosswater Boulevard.
Plans filed with the city Development Services Division show a three-story project with a pool and garages.
England-Thims & Miller Inc. is the civil engineer.
Pablo Bay II LLC, led by Vice President Jed Davis, owns the property. The developer is SDR Development Inc. of Sarasota.
Roger O’Steen, chairman of The PARC Group, said the land is under contract to SDR Development, which built Windsor.

SDR is led by Russell, who also is a managing member with Buchanan in Lawrence ALF Investments.
Russell and Buchanan have not returned phone calls for comment.
The city issued a conditional capacity availability statement April 3. It also calculated a mobility fee of $42,734 to mitigate the traffic impact of the project.
Legendseniorliving.com reports that for independent living residents, it offers educational sessions, health seminars, chapel and Bible services and outside speakers.
The site says there are community areas, including central dining, living, life enrichment, laundry and fitness rooms.
Private apartments with kitchen areas and private baths are provided, it says.
Multiple service plans are available for meals, housekeeping, laundry, activities and transportation.
Legend Senior Living owns and operates independent living, assisted living, memory care and nursing home residences in Florida, Kansas and Oklahoma.
