Planning Commission recommends approval for commercial development at Deerwood in Southside

The Kernan East assisted living facility on Kernan Boulevard also recommended for approval

The Jacksonville Planning Commission recommends rezoning and land use amendment on July 19 for almost 16 acres in the Deerwood area of Southside.

The Arthur Chester Skinner III Trust and Nouveau Management Group LLC, led by Ash Properties, seek a small-scale land use amendment and rezoning for a parcel, known as S-10/Burnt Mill, northwest of the Burnt Mill Road and Gate Parkway intersection.

The land use amendment for 9.53 acres of a 15.44-acre parcel requests changing Residential-Professional-Institutional uses to Community/General Commercial.

The companion rezoning of the entire parcel requests changing Commercial Office and Medium Density Residential to a PUD for commercial retail and office use along with a separate public parcel for a fire station to be built by the city.

The applicant plans to build three two-story buildings with up to 175,000 square feet of retail on the first floor and up to 75,000 square feet of office on the second. A fourth building is planned for personal property storage.

Nouveau Management Group LLC comprises managers Mike and Elaine Ashourian. Its registered agent is Ash Properties.

The justification for the PUD rezoning is that it “proposes the concept of a carefully planned mixed-use development with commercial, retail, office and public service uses to complement and provide services to surrounding residential developments.”

The commission also approved zoning exceptions for:

• Kim’s Korean BBQ, an existing restaurant, at 9825 San Jose Blvd. The restaurant sought the sale of all alcohol for on premises consumption and a waiver of distance to sell alcohol, reducing the required separation from 500 to 228 feet from Christ Church at 9794 Old St. Augustine Road. The shopping center there contains establishments, such as Outback Steakhouse and Margaritas Mexican Grill, that serve all alcohol

• Chint Properties LLC at 8787 Perimeter Park Blvd. The applicant sought an exception to allow online auto and truck sales. Approval was conditioned upon allowing only 10 vehicles on display at a time.

The commission recommended land use amendments and companion rezoning approvals for:

• The proposed 95-acre single-family subdivision known as Huntley’s Ridge northwest of the Interstate 95 and Pecan Park interchange. The applicant seeks a large-scale land use amendment from Business Park and Community?General Commercial uses to Low Density Residential and to rezone the existing Planned Unit Development for industrial and retail commercial uses to a PUD for a maximum 136-lot single-family subdivision.

The commission recommended rezoning approval for:

• The Kernan East assisted living facility on 6.1 acres on Kernan Boulevard between Butler Boulevard and First Coast Tech Parkway.

The property owner, the Christopher Forrest Skinner Trust, proposes the rezoning from Commercial Office to Community Commercial-1 to allow the development of a 120-bed, 46,000-square-foot assisted living facility. The application included in the staff report did not contain a written description or a site plan.

• Redus Florida Land LLC seeks to rezone 28.35 acres at 7589 Plantation Bay Drive to a new Planned Unit Development to increase the number of multifamily units from 229 to a maximum of 268 while decreasing the commercial area fronting Collins Road from 9.94 acres to 3.54 acres. Birmingham Alabama-based Arlington Properties Inc. plans to develop the multifamily portion.

• Cobblestone Plaza LLC, owner of the 3.59-acre commercial retail center at Monument Road and Cobblestone Parkway, seeks rezoning to correct past rezoning discrepancies.

In 2010, the property was rezoned to Planned Unit Development to allow uses in Community Commercial/General-1. Cliff’s Bar and Grill within the shopping center became noncompliant as a result.

The rezoning allows the sale and service of all alcohol for on and off premises consumption. The resulting PUD would allow additional businesses to sell alcohol without obtaining zoning exceptions.

The council Land Use and Zoning Committee will review the land use amendments and rezoning applications on Aug. 7.
