The Mathis Report: Foot Locker, Champs Sports planning stores near Regency Square

Foot Locker and Champs Sports, two of the remaining national retail tenants at Regency Square Mall, are making plans to open stores across the street in a strip shopping center.

A spokeswoman for New York-based specialty athletic retailer Foot Locker Inc., which owns Champs, did not respond to emails. Regency Square’s general manager said he could not comment.

The city is reviewing building permit applications for tenant improvements for both stores at 9428 Arlington Expressway in the Regency Pointe Shopping Center.

Build-out for the two tenants totals $176,000, according to a permit application.  No contractor is listed.

Regency Square, a 51-year-old center struggling with occupancy, is across the street at 9501 Arlington Expressway.

Executives of Sandor Development, through Thunder Phoenix LLC, bought Regency Pointe shopping center in June 2016 for $4.2 million. Occupancy was 40 percent.

Plans show that Champs Sports will lease two units that total 6,350 square feet at the north end of the center. Foot Locker will lease 3,700 square feet next to Champs.

Justin Eller, portfolio manager of Sand Capital and Sandor Development Co., declined to comment on the potential leases until they are completed.

He said that Sandor is negotiating with three retailers that will increase the center’s occupancy to 96 percent, “with a great mix of local, regional and national tenants.”

Among the tenants that opened since the acquisition are the ChenMed Dedicated Senior Medical Center, Wingstop and Skechers Outlet. Visionworks and Olive Garden occupy outparcels.

Sandor, based in Scottsdale, Arizona, and Indianapolis, is a privately held shopping center developer with more than 8 million square feet of retail space in 25 states.

Regency Pointe is at 9402-9450 and 9480 Arlington Expressway and 9465 Atlantic Blvd. It comprises about 67,000 square feet among three buildings.

The main shopping center was built in 1981. A smaller building was developed in 1989 and the Olive Garden was rebuilt in 2015 after being destroyed by fire.

The property sits on about 6.7 acres at the point where the Arlington Expressway splits from Atlantic Boulevard.

Foot Locker Inc. operates about 3,270 stores in 27 countries in North America, Europe, Asia, Australia and New Zealand through its Foot Locker, Kids Foot Locker, Lady Foot Locker, Champs Sports, Footaction, Runners Point, Sidestep and SIX:02 retail stores, according to footlocker-inc.com.
