The Jacksonville Planning Commission last week approved a zoning exception for a proposed multifamily residential complex at 11241 E-Town Parkway and Florida 9B.
The 17.58-acre complex will comprise 302 units within four buildings and 500 surface parking spaces.
The apartments are approved with an integrated permitted use allowable in the Commercial/Community General-1 zoning district. The integrated commercial use was not disclosed at the hearing or in the application.
The property owner is Eastland Timber LLC and the listed agent is attorney Paul Harden. The apartment developer was not identified in the application.
The apartments are within The PARC Group’s eTown development.
Residential developers David Weekley Homes and ICI Homes purchased 111 acres in a joint venture with plans for 143 homes.
Toll Brothers purchased 113 acres to build homes along R.G. Skinner Parkway.
Zoning exceptions
The Planning Commission also approved zoning exceptions for:
• Mother’s Cafe and Bar at 2467 Faye Road and Alta Road. Applicant Roderick Smith, the chef and owner of the restaurant and bar, received approval to sell all alcoholic beverages in conjunction with a restaurant and have outside seating. The commission previously approved the same exceptions in 2010 for a former restaurant at the location.
• Cantina Louie restaurant and bar at 9726 Touchton Road in Tinseltown. It was approved to serve all alcoholic beverages in conjunction with a restaurant and have outside seating. Captain Melo’s Seafood Camp, the previous occupant, had the same zoning exception.
• The 103rd Street Commercial Park, at 7540 103rd St. The center received a zoning exception to the Planned Unit Development allowing auto restoration and painting within the 54,000-square-foot flex warehouse development. The application sought the use within two units comprising 3,000 square feet.
Land use and rezoning recommendations
The Planning Commission recommended land use and rezoning approval for:
• A small-scale land use amendment for 2.54 acres within a companion rezoning of 9.35 total acres. The balance, 6.81 acres, currently holds the required land use designation for a proposed 38-townhome development at Parental Home and Bowden roads. The land use amendment seeks to change Neighborhood Commercial to Residential-Professional-Institutional. The rezoning proposes changing Commercial Residential Office and Commercial Neighborhood to Planned Unit Development. The site is vacant and the site plan indicates the preservation of wetlands comprising about 6.7 acres of the eastern portion of the site adjacent to Pottsburg Creek.
• Ordinance 2017-840 seeks to rezone 6.42 acres at Hogan and Grant Owens roads from Residential Low Density-60 and Residential Rural to Planned Unit Development for a maximum 25-lot single-family subdivision. According to the application site plan, the developer is KB Home Jacksonville LLC.
• Ordinance 2018-260 for a vacant 5-acre parcel at 3901 Dunn Ave. from the Planned Unit Development approved in 2008 to Planned Unit Development. The revision would allow commercial-retail at the proposed four-building retail-office complex containing a maximum 23,650 square feet.
• Ordinance 2018-261 seeks to rezone 9.7 acres, on the north side of Youngerman Circle between Parramore Road and Periwinkle Drive, from the PUD approved in 1999 to PUD. The application proposes a maximum 400,000 square feet of mixed-use space. The existing zoning is Industrial Business Park. The application proposes to expand those permitted uses by adding potential hotels, adult congregate living, restaurants serving all alcoholic beverages, bars, day cares, service garages and stations, and car washes. The property owner is 295 Venture LLC led by Chester Stokes and the agent is Steve Diebenow, attorney with Driver, McAfee, Hawthorne & Diebenow.
The land use amendments and rezonings will require Land Use and Zoning Committee approval. The meeting is scheduled June 5.
