Apartments, townhomes, housing moving ahead at eTown

Catalyst Partners, Dream Finders Homes and David Weekley Homes file plans.

The eTown development by The PARC Group at Interstate 295 and Florida 9B in South Jacksonville continues to make progress.

• The St. Johns River Water Management District is reviewing an application for a 332-unit apartment community on 13.54 acres at 11390 Square St., east of Interstate 295. Catalyst Development Partners LLC of Atlanta proposes to build the project among seven buildings comprise four three-story, 30-unit buildings, a four-story, 50-unit building and two four-story structures of 78 and 84 units.

• The city issued a mobility fee calculation certificate for 90 townhomes on 12.71 acres along RG Skinner Parkway. The fee, calculated at $139,948, is determined to offset the traffic impact. The townhomes are referred to as East Village on the certificate. England, Thims & Miller Inc. is the agent. The townhome developer is DFC East Village LLC, whose address is with Dream Finders Homes. In July, Dream Finders Homes bought 12.98 acres in eTown on the northern end to develop the townhome project.

• The city issued a mobility fee calculation certificate and a conditional capacity availability statement for 172 single-family homes along RG Skinner Parkway for David Weekley Homes. The fee was calculated at $405,849. David Weekley Homes bought property in the emerging mixed-use community off Florida 9B Jan 31 for $6 million. The Duval County Property Appraiser calculates the purchased acreage at 111.28 acres.

• The city is reviewing permit applications for precast walls and columns along E-Town Parkway at a cost of $572,766.
