The Jacksonville Planning Commission approved a zoning exception Thursday to allow outside sales and service at a new restaurant to be called Beach Road Fish House and Chicken Dinners.
The site is the former Beach Road Chicken Dinners restaurant at 4132 Atlantic Blvd., in the St. Nicholas area.
Plans submitted with the application show a proposed 1,520-square-foot pergola above the outdoor seating area.
The new business owner plans to offer live acoustical music in the pergola area. The restaurant will be open seven days a week, closing at 10 p.m.
Zoning Exceptions
The Planning Commission also approved zoning exceptions for:
• BioLife Plasma Services at 9320 Arlington Expressway, No. 16-17, in the Regency Court Shopping Center between the Southside Connector and Atlantic Boulevard, to allow a blood plasma collection center. BioLife Plasma Services is part of Takeda Pharmaceutical Co. Ltd., serving people affected by rare diseases. The company plans to employ 80 full-time and 80 part-time workers.
• Faith Baptist Church at 5330 Dunn Ave., to allow the addition of a private school, Lighthouse Christian School, for 60 students, grades first through 12th. The 8.5-acre property is zoned rural residential-acre.
• Fields of Art Christian Academy at 203 W. 48th St., No. 10, in the commercial shopping center between Pearl and Main streets, to allow a private school for up to 98 students. The 1,928-square-foot space was occupied by Catapult Academy.
• Emmanuel Coastal Academy at 10696 Lem Turner Road, between Capper and Leonid roads, in a 3,277-square-foot space of a 60,000-square-foot commercial shopping center, to allow a private school, grades K-12 for up to 65 students.
• Science and Math Institute at 4640 Ricker Road, between Melvin and Strato roads, to allow a private school, grades K-12, in residential medium density-D zoning district.
• The Spot Hookah Lounge Inc. at 12226 Beach Blvd., No. 6-7, southwest of Beach Boulevard and Sans Pareil Street in Sans Pareil Plaza, to allow beer and wine on-premises consumption in conjunction with a restaurant.
Land Use amendments and rezoning recommendations
The Planning Commission recommended approval for land use changes and rezonings for:
• Ordinance 2019-454, which seeks a large land use amendment of 14.12 acres at 8159 Arlington Expressway, the roundabout west of Arlingwood Avenue, the former Expressway Mall, comprising a Publix supermarket, theater and other commercial uses. The mall was closed and later demolished in 2006. It would change from community/general commercial and low density residential to medium density residential. The proposed companion rezoning, Ordinance 2019-455, includes 18.42 acres changed from residential low density-60, commercial community general-1 and planned unit development to PUD to allow the development of 190 townhomes, to be known as Rivergate.
• Ordinance 2019-456, which seeks to rezone 3.35 acres, along the south side of Beach Boulevard, between Eve and Peach drives. It would change from recreation and open space to public buildings and facilities-1 to allow the city to develop a senior community center.
• Ordinance 2019-457, which seeks to rezone 1.23 acres on the north side of Merrill Road, between Fort Caroline Road and Wompi Drive. It would change from commercial community general-1 to PUD to allow two 6,000-square-foot retail buildings for an automotive tire store, with minor repair services and future retail consistent with CCG-1 zoning.
Minor modifications to planned unit developments
The Planning Commission approved minor modifications for:
• MM-19-07, to revise the site plan and phasing schedule at the Pecan Park Regional Activity Center, a 2008 PUD at northeast Interstate 95 and Pecan Park Road. The site plan revision relocates industrial uses to the southwest of the property for the development of industrial warehouse uses. Plans submitted with the application indicate two buildings totaling more than 2 million square feet. The outdated phasing schedule changed to Phase I from 2019-29 and Phase II from 2030-40.
• MM-19-08, to provide a detailed site plan for 33.41 of the 41 acres under PUD 2019-77, along the west side of San Pablo Parkway between Sam Yepez Road and San Pablo Road South. Mattamy Jacksonville LLC plans to develop 292 townhomes, leaving the remaining 7.5 acres for commercial use.
• MM-19-09, to revise the written description of Perimeter West Industrial Park at northeast I-295 and Pritchard Road, a 1998 PUD, in order to relocate uses, remove buffers along I-295 and reduce buffers between internal vehicle use areas, revise landscape requirements, and clarify the definition of uses.
Land use amendments and rezonings require approval by the City Council Land Use and Zoning Committee and then full council.
