Firms bid on contracts for Hart Bridge approach, Downtown study for DIA

Downtown professional service contracts attract five bidders.

Five companies submitted bids to the city for two Downtown professional service contracts.

One contract is for construction engineering and inspection services for Hart Bridge approach modifications.

The city plans to demolish the elevated ramp on the Hart Bridge Expressway and route traffic to street level adjacent to TIAA Bank Field where Jacksonville Jaguars owner Shad Khan is proposing a $2.5 billion redevelopment.

The second contract is a Downtown market feasibility analysis for the Downtown Investment Authority.

The purpose of the study is to analyze economic and demographic factors influencing Downtown development and identify strategies and incentives to attract more businesses and residents.

Hart Bridge

Three firms bid on the Hart Bridge construction engineering and inspection services:

• Jacksonville-based England-Thims and Miller Inc., a planning, design, civil engineering firm with construction administration expertise.    

• Jacksonville-based Eisman & Russo Inc., a full-service engineering firm providing planning, design and construction services.

• Pittsburgh-based GAI Consultants Inc., with an office in Jacksonville. GAI is an engineering, planning and environmental consulting firm.

Market feasibility analysis

Two firms bid the DIA request for a Downtown market feasibility analysis:

• Orlando-based Willdan Financial Services provides technical and consulting services for projects including engineering, infrastructure, energy, transportation, planning, economic and financial analysis.

• Integra Realty Resources Inc., with a Jacksonville office, is an independent appraisal company providing commercial real estate market research, valuation, counseling and consulting services.

Names of the bidders were read at the city Procurement Division’s weekly bid opening meeting at 2 p.m. Wednesday in the Ed Ball Building.

Bid amounts for professional services are not read at bid openings and can remain undisclosed for up to 30 days during review.
