Cecil Commerce Center still in play for 1.5 million-square-foot prospect

Master developer Hillwood told the city the unidentified user has not decided on the facility.

AllianceFlorida at Cecil Commerce Center master developer Hillwood continues to court a prospect for a 1.5 million-square-foot distribution center.

The update was disclosed in Dallas-based Hillwood’s required quarterly report with the city.

“Hillwood received an update from a prospect who previously inquired about leasing a 1,500,000 square foot distribution center,” Hillwood said in its the first-quarter report filed Monday with the city.

“As of the end of the reporting period, the prospect was still considering its options and had not yet decided to pursue the facility,” it said.

The report covered Jan. 1-March 31.

The large prospect has been in play for months.

Hillwood filed plans with the city in September seeking civil plan review to clear a site for a 1.5 million-square-foot warehouse on Parcels H and I near POW-MIA Memorial Parkway.

In the third-quarter activity report, Hillwood said it began the land entitlement process “should a prospect materialize for the parcels.”

It told the city it responded to a request for proposal from the prospect.

In the first quarter, Hillwood said it continued to work with the city and the U.S. Navy to correct title issues with the parcel. 

Cecil is a former naval air station in West Jacksonville. Hillwood is the city’s master developer for the industrial center.

A tenant that size would be larger than the 1 million-square-foot Amazon.com fulfillment center and the neighboring Wayfair Inc. distribution facility under development, also 1 million square feet.

In addition to that project, Hillwood said it:

• Received and responded to a preliminary inquiry from a broker representing a prospect interested in leasing a distribution facility of about 500,000 square feet on 50-70 acres.

• Received and responded to a preliminary inquiry from a broker representing a prospect interested in owning or leasing a distribution facility of about 300,000 square feet on 50-75 acres.

• Received and responded to a letter of intent from an investor-developer interested in buying about 2.5 acres on Parcel R at Normandy Boulevard and POW-MIA Memorial Parkway for development of a retail property. No use was disclosed. Several drafts of the letter were exchanged and negotiations continued at the end of the quarter.

Hillwood told the city that during January, site clearing was completed for Wayfair and that by March 31, about half of the foundations were installed.
