Tri-county

Three Culver's sites identified: Wisconsin-based Culver's will open its first area restaurant July 15 at 1767 Blanding Blvd. in Middleburg. Two more are at Collins Town Center in Southwest Jacksonville and at The Fountains at St. Johns in St. Johns County.

Downtown

Whispers on Forsyth: Whisper’s Oyster Bar & Crabs opened at 331 W. Forsyth St.

20West closes on Adams: Florida State College at Jacksonville closed 20West Café on Friday, a little more than a year after opening. FSCJ said it was not financially self-sufficient. It seeks another tenant to sublease the space.

NOLA at MOCA: NOLA MOCA, the Museum of Contemporary Art’s restaurant, closed in April and plans to reopen in July or August as a fast-casual concept. It continues delivery service.

Arlington

Soul Food Bistro to Regency: The Potter’s House Soul Food Bistro restaurant opened at its new Regency Park location in a former Outback Steakhouse at 9400 Atlantic Blvd. It relocated from Atlantic and Kernan boulevards.

Mr. Potato Spread to Regency Square: The city issued a certificate of use for Mr. Potato Spread Inc. in the Regency Square Mall food court. The food truck and corporate catering company offers gourmet stuffed baked potatoes.

River House Grill at JU: The city approved the permit for Stellar Group Inc. to renovate the River House Pub into the River House Grill on the Jacksonville University campus. The upgrades allow for an expanded menu.

Popeyes to Merrill Road: The city is reviewing permit applications for construction of Popeyes Louisiana Kitchen at 9309 Merrill Road in the Buck Business Park.

Town Center/Tinseltown/Avenues/Bartram

Ida Claire plans fall opening: Ida Claire, South of Ordinary, intends to open in the fall in the former Mimi’s Café in the Town Center area. It will seat 306 patrons and employ 110 people. The patio area will include a 15-seat Airstream for lounge seating and private dining.

Senor Loco Tacos, Soupa Saiyan in Tinseltown: The city is reviewing a permit application for Senor Loco Tacos & Tequila and approved a permit for build-out for Soupa Saiyan in Tinseltown Plaza.

Chick-fil-A near The Avenues: The city approved permits for renovation of the Chick-fil-A at 9980 Southside Blvd.

Panera Bread to Bartram: Panera Bread will build a stand-alone restaurant at 13740 Old St. Augustine Road in the Shoppes at Bartram Park to replace its inline location.

Mandarin/San Marco/Five Points/Southside

Blue Bamboo to Mandarin: Blue Bamboo owner and chef Dennis Chan is under contract to buy a vacant 4,300-square-foot office building at 10110 San Jose Blvd. for a second full-service restaurant.

The Happy Grilled Cheese to Mandarin: The Happy Grilled Cheese is in permitting for its second restaurant. The first is Downtown and the second will be at 9965 San Jose Blvd. in the Merchants Walk shopping center.

The Posting House to San Marco: The English-inspired Posting House pub opened at 2018 Hendricks Ave. in San Marco Square to serve craft brews, wines and small bites. A grand opening is scheduled June 15.

Wildcrafters to Five Points: The city is reviewing a permit for Duckworth Construction Co. to remodel space at 2105 Park St. for the Wildcrafters Tea & Kava Bar, a nonalcoholic bar by Yhang Quintero and Mark Salter. They hope to open by early August.

Starbucks at Beach and St. Johns: The city is reviewing site development plans for a 2,533-square-foot Starbucks Coffee Co. at 11222 Beach Blvd. in St. Johns Square.

 North Jacksonville

Burger King on Dunn: The city issued a permit for WFO Construction LLC to build a Burger King restaurant at 6757 Dunn Ave.

Salsas at River City Marketplace: Salsas Mexican Restaurant intends to build-out at 13121 City Center Blvd. at River City Marketplace.

St. Johns County

Wendy's to Florida 207: St. Johns County is reviewing a building permit application for a Wendy's restaurant and drive-thru at 2493-2495 Florida 207 near the St. Augustine Flea Market.

Chick-fil-A to Florida 16: The St. Johns River Water Management District issued a permit for a Chick-fil-A restaurant at Florida 16 and Inman Road.

Salsas in Durbin: St. Johns County issued a permit for a build-out for Salsas Mexican Restaurant at The Pavilion at Durbin Park.
