Project Liberty is seeking $990,000 in city and state incentives to create 198 full-time jobs in Jacksonville.

A city summary of the code-named project describes Liberty as an international information technology company that designs software for large corporations and is considering expanding its Jacksonville workforce.

The project would create 198 full-time jobs at an average wage of $69,000 by the end of 2021. The annual payroll would be $13.6 million, excluding benefits.

The summary estimates a capital investment of $1.7 million for real estate improvements, IT equipment, furniture and other expenses.

The summary also says the incentives would be a factor in the company’s decision to relocate its headquarters and distributing facilities to Jacksonville. It said the city is competing against other cities in the Midwest for the proposed expansion.

Liberty asking the city and state for a Qualified Target Industry Tax Refund grant of up to $5,000 each for 198 jobs.

The city would be responsible for 20 percent, or $198,000, with the state responsible for the remaining $792,000.

 The QTI incentive is payable over a five-year period.

The Office of Economic Development is scheduled to ask the Mayor's Budget Review Committee on Monday for approval to introduce a resolution to City Council on April 9 to approve an economic development agreement.

The committee meets at 2 p.m. Monday in the fourth floor Mayor's Conference Room at City Hall.
