The Jacksonville Planning Commission on Thursday recommended approval to amend the land use of the Masterfit Golf Teaching and Fitting Academy at 14055 Philips Highway for a proposed multifamily development.
The 19.13-acre property is on the east side of Philips Highway, about a mile south of the Florida 9B interchange. It operates as a golf teaching academy, driving range and sporting goods store.
Masterfit has owned the property since 2003.
Documents say the area has been transitioning from agricultural to residential and commercial uses with the emergence of the Bartram Park, Nocatee and Wells Creek subdivisions and a proposed Philips Highway Commercial Center.
Ordinance 2019-113 seeks a large-scale land use amendment from community/general commercial to residential-professional-institutional.
Zoning exceptions
The Planning Commission approved zoning exceptions for:
• Michael Anania, the owner of 5918 Commerce St., for an open storage yard for cars, buses, trucks, tractors and construction materials. Anania intends to lease the property to a tenant for the proposed use.
• Prime Car Wash plans a facility on 1.74 acres at the former Sunoco gas station at 14190 Beach Blvd. and Washburn Road. Prime Car Wash has a location at 11860 San Jose Blvd. and four facilities in Indiana, according to the company website.
Zoning waiver of minimum distance requirements for a liquor license
• Oceanway Bar & Grille at 12905 N. Main St. plans to add a package store with a drive-thru. The request reduces the required distance from 1,500 feet to 193 feet from the property to the Oceanway Middle School athletic fields.
Land use amendments and rezoning recommendations
The Planning Commission recommended approval for land use changes and rezonings for:
• Ordinance 2019-112, seeks a large-scale land use amendment of 13.96 acres at 6549 Robinson Road to change from low density residential to light industrial to allow the continuation of the current use of truck service and parking. The use currently is legally nonconforming and a potential property buyer requested the property be made legally conforming.
• Ordinance 2019-114, seeks a small-scale land use amendment of an undeveloped acre on the north side of Woodley Road, between Murray Estates Lane and New Kings Road. It would change from agriculture-IV to light industrial to allow the expansion of the business on the adjacent property at 7651 Woodley Road owned also by Aries & D Investments LLC. The business seeks to use the property for truck and open storage. The proposed companion rezoning, Ordinance 2019-115, would change from agriculture to industrial light.
• Ordinance 2019-121, seeks to rezone 1.26 acres at 4760 Ocean St. from Mayport public parks and open space and Mayport Village commercial to public buildings and facilities-Mayport. The property, owned by the Jacksonville Transportation Authority, comprises two parcels, north and south, adjoining the Mayport ferry slip. The rezoning will allow the development of supporting uses for the St. Johns River ferry service.
Minor modifications to planned unit developments
The planning commission approved a minor modification for:
• MM-2019-4, seeks to modify the site plan to allow a three-story parking structure with service garage on part of the first floor of the Honda of the Avenues dealership at 11333 Philips Highway. About 189 parking spaces are planned for the structure. Applicant Steven Ellis stated the service garage is driven by the increased demand for quick services such as oil changes. Construction is anticipated to start by late summer.
