Rezoning sought for West Jacksonville office park

In other Planning Commission action: Flagler Center seeks an increase in multifamily units.

The Planning Commission recommended approval Aug. 20 for a land use amendment and rezoning of 9.85 acres northwest of Crystal Springs Road and Hammond Boulevard for an office park in West Jacksonville.

Developer Joe Road LLC plans up to 420,000 square feet of floor area among 17 buildings.

Ordinance 2020-0383, a small-scale land use amendment, would change the use from low density residential to residential-professional-institutional to allow an office park with other limited commercial uses. 

Companion Ordinance 2020-0384 would rezone the property from residential rural-acre to PUD with commercial residential office uses. 

Zoning exceptions

The Planning Commission approved zoning exceptions for:

• God Cares Family Church at 3197 Cortez Road, No. 4, north of Beach Boulevard to allow a church in the commercial office zoning district.

• Briggs Equipment Inc. at 2525 Philips Highway, the former O’Steen Automotive Group Inc. Volvo dealership that relocated in 2014. The exception allows for outdoor storage of material handling equipment for sale and for rent in the commercial community/general-2 zoning district. The property owner is O’Steen Volvo land LLC.

Minor modification to planned unit development

The Planning Commission approved minor modifications to planned unit developments for:

• Flagler Center, owned by Florida East Coast Railway LLC, PUD 2005-117-E, to increase the number of multifamily units by converting office use to apartment units. Multifamily is an existing use within the PUD. The additional multifamily units will be used by Donald Fort to develop the 352-unit Fountainhead Apartments on 23 acres northeast of Kenan and Corlan drives. A companion Notice of Proposed Change is in process for the Flagler Center Development of Regional Impact.

Land use amendments and rezoning

The Planning Commission recommended approval for land use amendments and rezoning for:

• Ordinance 2020-0290, which seeks a small-scale land use amendment on 0.81 acres along the west side of Philips Highway and north of Old St. Augustine Road. It would change from light industrial to community/general commercial to allow Autovision used car sales. Companion Ordinance 2020-0291 would rezone the property from commercial office to PUD.

• Ordinance 2020-0340, which seeks a small-scale land use amendment on 9.58 acres at 6102 and 6156 Old Kings Road, opposite Pickett Elementary School. It would change from low density residential to conservation to preserve wetlands along Sixmile Creek.

• Ordinance 2020-0344, which seeks to rezone 10.29 acres along the north side of Normandy Boulevard, west of McGirts Point Boulevard. It would change from PUD for an undeveloped office park to residential medium density-A to allow a townhome development.

• Ordinance 2020-0308, which seeks to rezone 2.34 acres at 1795 Kernan Blvd. S., south of the shopping center anchored by BJ’s Wholesale Club. The property is a part of a larger 11.69-acre PUD which included single-family residential use. It would change from PUD to PUD to allow automotive repair service uses.

• Ordinance 2020-0342, which seeks to rezone 4.3 acres at 5678 George Court, between Fort Caroline and Jack roads in Arlington. It would change from residential medium density-C and D to PUD to allow multifamily development. The proposed Georgian Villas will comprise 12 two-story quadraplex buildings under separate ownership.

• Ordinance 2020-0386, which seeks to rezone 4.66 acres on the east side of Atlantic Boulevard behind the Regency Park shopping center. It would change from community commercial general-1 to PUD to allow Beacon Point Storage for the outside storage of recreational vehicles, boats and similar vehicles.

• Ordinance 2020-0387, which seeks to rezone 1.55 acres at 11901 Atlantic Blvd., west of Kernan Boulevard in the Atlantic North Shopping Center. It would change from PUD to PUD to allow an outparcel for a Scrubbles car wash.

• Ordinance 2020-0388, which seeks to rezone 1.01 acres at 1718 Edgewood Ave. N., south of Lucille Road. It would change from commercial office to PUD to allow Striving for Excellence Inc. to operate a private school and day care in an existing 4,300-square-foot building.

• Ordinance 2020-0389, which seeks to rezone 0.84 acres at 4310 Barkoskie Road, along the east side of Old St. Augustine Road. It would change from commercial office to PUD to allow the Barkoskie Road school for children with special needs in an existing 6,276-square-foot building.

• Ordinance 2020-0390, which seeks to rezone 0.09 acres at 1521 Margaret St., between Lomax and Oak streets in Five Points. It would change from community commercial general-1 to PUD. Owner Westwood Properties Partners LLC seeks to define specific uses by right and eliminate the need for future tenants to seek exceptions for breweries and distilleries, alcoholic beverage consumption and outside sales and service; waivers of liquor distance and parking; and compliance with the Riverside/Avondale Zoning Overlay 60-seat limit for restaurants. Provisions for outdoor hours of operation, amplified music and seating are set in the language of the PUD.

Land use amendments and rezoning require approval by the City Council Land Use and Zoning Committee and then full Council approval.
