Developer seeks building permit for $34 million Union Terminal redevelopment

Columbia Ventures Managing Partner Dillon Baynes said the project would be open in 2023.

Atlanta-based Columbia Ventures LLC is taking a step forward in its adaptive reuse of the Union Terminal Warehouse.

The developer applied to the city Oct. 20 for a building permit for a $34 million project to renovate the historic building at 700 E. Union St.

Columbia Ventures plans to convert the structure into apartments, commercial uses and possibly dining and entertainment.

Columbia Ventures Managing Partner Dillion Baynes said in an Oct. 22 email the project would be open by 2023, but said it was too early to share additional details.

In May, Columbia applied for a $2.7 million selective demolition permit to begin preparing the space for the renovation. That permit is in review.
Columbia Ventures purchased the property in December 2018 for $4.6 million. It is northwest of the Sports and Entertainment District.

Dasher Hurst Architects of Jacksonville is the architect.

The main warehouse and six additional buildings were constructed between 1912 and 1990.

The proposed redevelopment includes up to 750,000 square feet of residential and nonresidential uses in the existing or new buildings.

The 298,171-square-foot main structure currently houses creative space for artists, woodworking and manufacturers.

 The developer plans to utilize historic tax credits and opportunity zone equity to help complete the project.
