JWB Real Estate Capital LLC submitted new conceptual images to the city of its proposed multifamily residential buildings for College Park, the former Town & Country Shopping Center in Arlington.
The Jacksonville-based developer filed the renderings and site plan April 7 with City Council legislation requesting to rezone the property at 903 University Blvd. to Planned Unit Development.
The site is zoned Commercial Community General-1 and General 2 District.
The images show 90 units among two three-story residential structures with a base footprint of 24,000 square feet, totaling about 72,000 square feet.
The center is at northeast University Boulevard and the Arlington Expressway. Built in 1953, it comprises about 200,000 square feet of space on 19 acres.
The property is part of the Renew Arlington Community Redevelopment Area, which the city hopes to assist with rejuvenation.
A description of the project by engineering firm Kimley-Horn and Associates Inc. dated Feb. 19 calls the existing strip mall dilapidated.
The document says the developer plans to repurpose the site with multifamily residential, a food-court park, redesigned parking areas and a shopping strip with retail, restaurant and office spaces anchored by a grocery store.
“This project is expected to help encourage reinvestment and redevelopment within this area of Arlington,” the description says.
“It has been many years since this area has had this type of investment and revitalization. The goal of this PUD is to develop a viable mixed-use project while meeting the desire of the (Arlington Community Redevelopment Agency)to bring investment into the area.”
JWB Real Estate is developing the project through 903 University Blvd. LLC.
President Alex Sifakis says the group looked at similar concepts to design the 17,733-square-foot shipping container food court and park.
The company is seeking money from the city’s Renew Arlington Mandatory Compliance Grant program to bring the site up to code.
Paperwork submitted to the city June 22 estimates it will cost about $1.4 million to bring College Park’s landscaping, buffers and fencing into compliance.
The city and the St. Johns River Water Management District also are reviewing construction plans for College Park.
The Council Land Use & Zoning Committee and the full Council will have to be approve the rezoning ordinance, 2021-0196, before the project can move forward.
The project applicant is Kimley-Horn planner Blair Knighting.
