The city issued a permit April 21 for Vannoy to build the foundation on 23.19 acres at a cost of $2.6 million.
The 175-acre Park 295 has 139 developable acres at southwest Interstate 295 and Duval Road in Northwest Jacksonville
Owners plan about 1.7 million square feet among five buildings.
