St. Augustine charter school planned near Treaty Park

The project west of Florida 207 requires St. Johns County commission-approved modification and rezoning to move forward.

St. Augustine may be gaining a new K-8 charter school campus near Treaty Park. 

Plans call for a combined 64,000-square-foot development comprising a two-story school and an early learning center.

The property is at 1600 Brinkhoff Road south of Florida 207 and east of Interstate 95. 

The St. Johns County Board of County Commissioners must approve legislation granting a rezoning and major modification on the 5-acre site for the project to move forward.

The commission is scheduled to vote on the proposal at its 9 a.m. June 4 meeting at 500 San Sebastian View in St. Augustine.

The major modification removes the property from Treaty Grounds PUD. 

The rezoning seeks a zoning change from Planned Unit Development to Open Rural.

Gulfstream Design Group LLC is the project engineer. 

The charter school property is at 1600 Brinkhoff Road south of Florida 207 and east of Interstate 95.

Developer James Bacon and his wife, Loell, bought the property in 2021 for $225,000.

The County Planning and Zoning Agency approved the proposal May 2 in a 4-2 vote. 

Agency members and public discussion addressed concerns such as area compatibility and traffic.

A traffic impact analysis by Kimley-Horn and Associates Inc. estimated the charter school would generate 1,776 average weekday trips, with 1,006 trips during the weekday morning peak hours and 650 trips during the weekday afternoon peak hours. 

The early learning center is estimated to generate 830 average weekday trips with 154 trips during the weekday mornings and 41 trips during the weekday afternoon peak hours. 

By comparison, if the property were developed with the currently entitled 28 multifamily units, the projected weekday trips would be an average of 255.
