EverRange: Community with more than 1,300 homes taking shape

The PARC Group plans to develop EverRange on about 1,200 acres south of eTown in Southeast Jacksonville.

EverRange developers continue working toward residential and now commercial development at the roughly 1,200-acre property between Nocatee and eTown along Philips Highway in southeast Duval County.

The PARC Group of Jacksonville is developing EverRange on property owned by the Davis family.

“We see significant potential in southern Duval County to develop a high-quality, master-planned community,” said Kelly Owen, PARC Group director of marketing, on May 24.

She said EverRange “will build on the success and popularity of our other award-winning communities, Nocatee and eTown.”

Owen said development in EverRange is underway and PARC Group is building the infrastructure.

She said EverRange will include multiple neighborhoods, an amenity center and a Town Center area.

PARC Group does not anticipate beginning construction on any of the neighborhoods until the second half of 2025 and the first ones will open in 2026.

Owen said PARC Group has announced that Toll Brothers will be the first builder and will develop an active adult 55+ neighborhood. 

“There will be additional neighborhoods and builders announced as development proceeds,” Owen said.

Big Creek Timber LLC conveyed the EverRange property in March 2023 to EVRDEV LLC.

Both LLCs comprise executives within D.D.I. Inc., which is the Davis family office. The Davis family founded Winn-Dixie Stores Inc.

That plan shows 1,011 single-family lots, 294 rental units and a 27-acre commercial-retail development at the southern end of the land.

The land runs north to south, ending along Philips Highway at the southern tip of Duval County, where Philips connects with Nocatee Parkway running east and Race Track Road running west.

 Philips Highway is U.S. 1 and continues into St. Johns County.

There is a trail network, a central amenity center, a recreation pond and other ponds.

EverRange.com says it is a new planned community “with a charming rustic modern” ambiance that spans 1,000 acres and 1,500 homes.

It says more information is coming in 2024 and the community will open in 2026.

In more detail

The EverRange master plan shows, from north to south:

• Parcel 18: 54 single-family lots comprising 25 (70-foot-wide) lots and 29 (80-foot).

• Parcel 20: 352 single-family lots comprising 71 (40-foot-wide) lots, 128 (50-foot) and 153 (60-foot).

• Parcel 24A: 251 single-family lots comprising 119 (50-foot-wide) lots and 132 (60-foot).

• Parcel 24B: 47 70-foot-wide single-family lots.

• Parcel 25A: 175 single-family lots comprising 36 (40-foot), 66 (50-foot) and 73 (60-foot).

• Parcel 26F: 132 age-qualified single-family lots comprising 74 (50-foot) and 58 (60-foot).

• Parcel 26D: 294 rental units.

• Parcels 26A (18 acres), 26B (23 acres) and 26E (9 acres) of unspecified mixed-use.

• Parcel 26C: 27 acres of commercial-retail uses, at the end of the project along Philips Highway almost at the St. Johns County line.

EverRange borders the east side of Wells Creek. The property is east of Florida 9B.

A road runs the length of the community that connects from Philips Highway and will link with eTown, also a PARC Group development.

EverRange.com says the property is slated to connect to eTown’s Town Center, The Exchange.  

The plan to date

So far, The PARC Group is considering 473 single-family lots, apartments and 215,000 square feet of commercial space.

For the apartments and commercial space, Jacksonville-based civil engineer England-Thims & Miller Inc. requested a development meeting and filed a service availability request with Jacksonville utility provider JEA for Parcel 26C. 

A site plan for that parcel shows 26.2 acres for 215,000 square feet of commercial development east of Philips Highway between Ever Range Parkway and Trading Post Drive, which would need to be built.

The parcel also could see up to 325 apartments, although that number is not shown on the last site plan.

ETM filed the Parcel 26C service request May 13 and the development meeting request May 21.

JEA issued a letter May 20 outlining the connection points and other details.

Parcel 26C joins three more in consideration for almost 500 single-family lots, a third of the total anticipated.

EVRDEV LLC designed the 175-lot Parcel 25 and 298 sites in Parcels 24A and 24B.

Civil engineer Prosser Prime AE requested a JEA service availability determination April 10 for those parcels. JEA issued a letter April 24 outlining the connection points and other details.

So far at EverRange, Parcels 24A, 24B and 25 total 473 lots.

Also, the city of Jacksonville is reviewing civil engineering plans filed April 16 for Parcel 25, now undeveloped land with grass and trees. 

England-Thims & Miller Inc. was the civil engineer for that filing.

EverRange sits within 6,174 acres that Big Creek Timber LLC rezoned in February 2023 to a Planned Unit Development for residential and commercial uses, with about a third of the acreage protected or placed in conservation. 

The PARC Group is the master developer of eTown and Nocatee, both of them planned communities on Davis family land.

ParcGroup.net announced in July 2023 that EverRange eventually will connect to The Exchange.
