City Council approves legislation for development, business projects

Unanimous votes support Centy’s Way Jamaican restaurant; J.B. Coxwell Contracting Inc.; and residential units near Westview K-8 School.

The Jacksonville City Council approved legislation Sept. 24 to pave the way for developments and business-related projects.

In unanimous votes, with member Terrance Freeman absent from the meeting and other members coming and going on a night when Council was set to approve the 2024-25 budget, Council gave final approval to the following: 

West Jacksonville apartments

Ordinances 2024-0606 and 2024-0607, which rezone and amend the land use of property at 9909 and 9997 103rd St. to facilitate development near Westview K-8 School in West Jacksonville.

According to a Planning and Development Department staff report, plans call for six four-story apartment buildings totaling 240 units and 22 town homes to be built on the properties, which total 12.2 acres.

The development is planned on parcels at 9909 and 9997 103rd St. The property is north of 103rd Street in West Jacksonville about 1.4 miles east of the First Coast Expressway.

The site is between Connie Jean Road and Brighton Park Lane, about 1.4 miles east of the First Coast Expressway.

Ordinance 2024-0606 amends the land use from low density residential to medium density residential with a site-specific policy to allow for multifamily residential uses.

Ordinance 2024-0607 rezones the properties from residential rural acre and commercial neighborhood to planned unit development.

Townhomes are shown to the east of the apartment and townhome project on parcels at 9909 and 9997 103rd Street.

The legislation contains a condition that the developer submit a site work permit before doing excavation work, including for lakes, ponds and stormwater retention. Another amendment requires the developer to plant trees to buffer the property from nearby town homes. 

The amendment was designed to address concerns about unfiltered light pollution from the development entering nearby town homes. 

Owners of the parcels are listed as Westview Signature LLC of St. Johns and Blue Ribbon Realty LLC of Jacksonville. 

State records identify managers of Westview Signature LLC as Robin O. Sorensen, Stephen M. Leggett and John Namey, all of St. Johns. 

Guy Lachapelle and Roy Shaw are listed as managers of Blue Ribbon Realty LLC.

Truck storage facility

Approved Ordinances 2024-0604 and 2024-0605, a land use amendment and rezoning to allow J.B. Coxwell Contracting Inc. to consolidate land near its headquarters for truck storage.

The ordinances cover parcels on 6612 and 6624 Pickettville Road. The land use changes from low density residential to light industrial and the rezoning was from residential low density to industrial light. The 1.25-acre site is east of Interstate 295.

The Jacksonville Planning Commission voted 6-0 in favor of the ordinances Sept. 5. 

J.B. Coxwell’s offices are at 6741 Lloyd Road W. between the Pickettville Road properties and I-295.

Centy’s Way Restaurant & Lounge

Approved a zoning exception, contained in Ordinance 2024-0614, to allow for sales of all alcoholic beverages at Centy’s Way Restaurant & Lounge at 10663 Monaco Drive in North Jacksonville.

The Jamaican restaurant is southwest of I-95 and Dunn Avenue in a strip mall that also is home to two child care centers.

The committee also approved an administrative deviation, contained in Ordinance 2024-0615, to reduce the number of required parking spaces for the restaurant to 79 from 134.
