Florida 9B generating development

Build it and they will come, which in this case appears to be Florida 9B and the interior roadways that connect within property in South Jacksonville.

R.G. Skinner Parkway, which is designed to connect from Baymeadows Road East south to Florida 9B, continues to attract projects, including new plans for a 158-home community by The PARC Group and a 60-bed memory care center.

The city is reviewing plans for the housing community on 126.5 acres east of Florida 9B and the Interstate 295 East Beltway, formerly known as Florida 9A.

Estuary Corp., whose president is A. Dano Davis and vice president is his son, Jed Davis, owns the property, referred to on plans as "Davis/9B."

England, Thims & Miller Inc. is the agent.

The PARC Group, a development partner of the Davis family, is listed as the owner and developer. Greg Barbour and Roger O'Steen are the leading executives.

A master site plan shows the community would be developed between R.G. Skinner Parkway and wetlands. It would include three ponds, of 2.22 acres, 3.17 acres and 7.09 acres, and a 1.93-acre park.

Meanwhile, closer to Baymeadows Road, BCDC BrightPointe Jacksonville LLC of Knoxville, Tenn., submitted plans for the Clarity Pointe memory care center.

The 60-bed, 44,899-square-foot center is proposed on 3.43 acres in a commercial development called Campfield Commons.

DB Civil Works is the project agent for Clarity Pointe and Campfield Commons.

Campfield Commons is designed between Baymeadows Road East, R.G. Skinner Boulevard and R.G. Skinner Parkway. Wiley James LLC, comprising some members of the Skinner family, owns the property.

The first 3-mile phase of Florida 9B, which recently opened, connects Florida 9A/I-295 to Philips Highway, which is U.S. 1, at Gran Bay Parkway.

The second 3-mile phase will connect Florida 9B from U.S. 1 south to I-95 in northern St. Johns County and is scheduled to be completed in the summer of 2016.

Even more property in the area is being prepared for development.

As the Daily Record reported Aug. 23, the St. Johns River Water Management District approved the stormwater modification for 184 acres, called the Bayard Parcel, south of the split of Florida 9B and the I-295 East Beltway.

What that means is property owner D.D.I. Inc, which also is the Davis family, and The PARC Group can continue seeking regulatory approvals toward developing the property.

Documents and plans show about 166 acres of the 184 acres would be developed among two sites.

Uses weren't specified but include commercial projects.

England, Thims & Miller Inc. is the consulting engineer.

R.G. Skinner Parkway is shown as stretching into the site. No timeline was included in the documents.

D.D.I. initially was Davis Diversified Interests Inc., representing the Davis family that founded Winn-Dixie Stores Inc.

The Davises ended their corporate association with Winn-Dixie when the company reorganized under Chapter 11 bankruptcy laws in 2005-06.

D.D.I. Inc. was incorporated in 1984. Its current officers include Vice President Jed Davis, the grandson of J.E. Davis, the legendary chairman of Winn-Dixie, who was succeeded by A. Dano Davis, Jed's father.

D.D.I. operates at 4310 Pablo Oaks Court.

The PARC Group is based at 4314 Pablo Oaks Court and is led by Barbour, president and chief operating officer. It was incorporated in 1991. PARC also is led by O'Steen.

Jed Davis has been an officer of The PARC Group.

Dupuy renovating Northwest Jacksonville building

Dupuy Silo Facility LLC is renovating the building it bought at 5330 W. Fifth St. in Northwest Jacksonville and intends to complete the work by June. The building also is addressed as 5550 W. Fifth St.

It bought the building this year to expand its coffee business.

The city approved a permit Wednesday for Duckworth Construction Co. to renovate about 1,500 square feet of space at the almost 300,000-square-foot building at a project cost of $352,730.

The permit plans show the work encompasses office, conference room, lobby, break room and restroom space.

Property records show FWE 5330 LLLP, formerly known as Florida Warehouse Erectors, of St. Simons Island, Ga., sold the property for $2.9 million to Dupuy in a sale recorded June 4. The deed was made May 31.

Dupuy Storage Florida LLC, based in New Orleans, took out a $4.5 million mortgage May 31 from Whitney Bank of New Orleans.

Dupuy (pronounced "du-pwee") has been blending raw, green coffee beans in Jacksonville since 2005 for its major customer, Maxwell House Coffee Co., and other roasters and companies who want Dupuy to blend the beans or store them.

Its main operation is at 1520 Edgewood Ave. N., which consists of about 144,000 square feet on almost 27 acres.

Nordstrom Ebar OK'd at St. Johns Town Center

The city approved construction Wednesday for the Nordstrom Ebar coffee shop at the store under construction at 4835 Town Crossing Drive in St. Johns Town Center.

IBEX Construction is the contractor for the build-out of 1,503 square feet of space at the store's entrance at a construction cost of $365,000.

IBEX also is the contractor for the full-line Nordstrom.

The city issued the construction permit Tuesday for the $14.38 million interior build-out of the two-story, 130,000-square-foot building.

The Nordstrom Ebar espresso bar coffee-shop concept features Nordstrom barristas serving hand-crafted beverages, custom-roasted coffee and espresso, fresh sandwiches, salads, snacks, local pastries and retail items.

The Ebar is expected to open Oct. 3, the same day as Nordstrom and the Phase III wing of St. Johns Town Center.

The Ebar, which plans show will accommodate about 45 people, is designed as a separate space with its own entrance at the front of Nordstrom when approached from the new connector wing from the existing Louis Vuitton and Brooks Brothers stores.
