Centene wins permit; will create 125 jobs

Centene Corp. won approvals to renovate space in Southside for its 125-job job Jacksonville expansion.

The city approved a permit Tuesday for Dav-Lin Interior Contractors to renovate 10,364 square feet of office space at 5210 Belfort Road at a project cost of $188,000.

City Council approved incentives in April for Sunshine Health, a subsidiary of Centene Corp., to expand its local operations and create 125 jobs with average annual salaries of almost $49,000.

The St. Louis-based managed health care solutions company has 107 local employees and offices at 8301 Cypress Plaza Drive.

The jobs would be created by the end of the year and the company would spend $900,000 for renovations and equipment and furniture purchases at the Belfort Road offices.

The $375,000 Qualified Target Industry tax refund comprises $300,000 from the state and $75,000 from the city.

Centene is a Fortune 500 company and has offices in Jacksonville, Sunrise, Tampa and Orlando.

EverBank Field upgrades OK’d

The city approved a permit for the Hunt & Elkins joint venture to improve the EverBank Field North End Zone and upgrade the video display boards at a project cost of $57.5 million.

The Jacksonville Jaguars intend to unveil what the team boasts as the world’s largest video boards July 26 with country music singer Carrie Underwood performing at EverBank Field.

The evening will begin with a 6 p.m. friendly match between Shad Khan’s Fulham Football Club and D.C. United. About 8 p.m., the stadium video boards, measuring 60-by-362 feet, will be unveiled. Underwood will come on stage about 8:30 p.m. for a 75-minute concert.

Tickets are free for Jaguars season ticketholders. Information for people without season tickets will be announced later.

Arcadis renovating Southbank offices

Arcadis is renovating its Southbank offices at 1650 Prudential Drive.

Public Relations Manager Debra Havins said Arcadis is making improvements to its space by adding some offices, installing new carpet and painting.

“We’ve been in the space for about 10 years now and negotiated for a few improvements when we renewed our lease,” she said. Renovations should be completed in June.

The city is reviewing a permit application for C. Harrison Construction Inc. to renovate 20,840 square feet on the top floor of the four-story building at a project cost of $95,740. Plans show offices, conference rooms, task rooms, the break room and other space will be upgraded.

Arcadis provides design, consultancy, engineering, project and management services worldwide. It employs 22,000 people and generates $3.4 billion in revenues.

The firm is based in Amsterdam. Arcadis U.S. Inc. is based in Highlands Ranch, Colo. It entered the Jacksonville market with its 2004 acquisition of Bessent, Hammack & Ruckman Inc., a consulting firm that specialized in land development, transportation, land planning, landscape architecture and surveying.

Mike Saylor, who is a member of the Downtown Investment Authority, was president of BHR.

ADT more than tripling Southside space

ADT, the security monitoring company, filed plans with the city to more than triple the size of its Southside center.

ADT North America in Boca Raton is identified on plans as the client for a $431,605 project called ADT Phase II.

The project is a 9,870-square-foot expansion to the existing 3,590-sqare-foot Phase 1 at 9512 Sunbeam Center Drive.

Marand Builders Inc. is the contractor on the permit application. Interior Architects of Atlanta is the architect.

ADT representatives have not responded to questions about the project.

The plans show that ADT will be taking an entire floor of the two-story, 27,714-square-foot building.

Proposed build-out includes 8,525 square feet for general office area, 815 square feet for a break room, 416 square feet for a project room and 114 square feet for a huddle room. The office space comprises an open work area and offices.

The occupant load is listed as 36 for the first phase and 177 for the second phase.

The ADT Corp., based in Boca Raton, says it has more than 6 million customers and employs about 16,000 people at 200 locations.

Oakleaf Corner center in design

LTI Property Jacksonville LLC, whose managers include the president of Advantus Corp., bought property in Oakleaf Plantation for development of Oakleaf Corner, a commercial project.

LTI Property paid $3.5 million for the property April 18 and filed an application with the St. Johns River Water Management District on May 5 for an 11.6-acre project at northeast Argyle Forest Boulevard and Old Middleburg Road South.

Plans specify development of six parcels for commercial development.

Kevin Carpenter and Scott Miller are managers of LTI Property Jacksonville LLC. The two also are managers of LTI Property Oakleaf 5 LLC, registered with the state April 23.

Carpenter is president of Advantus. He said by email that Advantus is not the owner and that “to the extent the property is ever developed, Advantus will not be involved.”

Ellis & Associates Inc. issued a geotechnical report with the application with the water management district explaining that the proposed construction includes development of six parcels for commercial structures, with associated roadways and a stormwater retention pond.

Paving and drainage plans include the Advantus Corp. name on the plans.

England-Thims & Miller Inc. is the engineering consultant.

Advantus is based in Mandarin at 12276 San Jose Blvd., No. 618.
