Arlington retail shell building site in review for redevelopment

A partially completed retail building in the Arlington area of Jacksonville might come out of its shell.

The City issued the Mobility Fee Calculation Certificate on June 26 for a 9,100-square-foot project on the 1.66-acre site at 6830 Atlantic Blvd.

It's not clear what is planned at the site. The application says the use is proposed commercial-retail.

The potential developer has put up Dollar General stores around the state. No tenant or user was listed on public documents, but the size of the project matches the popular discount stores.

It appears the existing structure would be removed for redevelopment of the site.

The agent and developer is listed as Concept Development LLC of Gainesville. A woman who answered the phone said the company was not allowed to disclose plans.

The applicant is England, Thims & Miller Inc.

The conceptcompanies.net site shows a list of 18 Dollar General stores in Florida as well as other retailers under the heading of "the company we keep."

The site says its services include site selection and approval, contract negotiation, legal and title review, site investigation, site design, lease preparation, value engineering, cost tracking and project management before and during the construction phase, comprehensive real estate development, construction management, property management, advisement of local rules and regulations, and financing procurement.

It has offices in Gainesville and Lake City.

The property owner is CSB Florida CR Holdings LLC of Bradenton, which took over the property from Iberia Bank in 2011.

The partially built 18,000-square-foot structure was constructed in 2009. The property's 2012 taxable value is $434,447.

The structure was built during the 2007-09 economic recession, which hit Florida real estate hard.

The LoopNet.com listing shows that the retail property for sale is a retail shell on 1.66 acres at a price of $599,000. Its construction status is shown as "under construction/proposed."

"Excellent opportunity to finish as a retail strip center or a complete redevelopment of the site," says the listing. It is represented by Colliers International.

Florida Blue plans North Jacksonville retail center

Florida Blue, with a Southside store at 4855 Town Center Parkway, intends to open a second Jacksonville retail center.

Plans are under review by the City for a store in River City Marketplace in North Jacksonville.

A building-permit application shows a 3,377-square-foot store at 13141 City Station Drive, No. 106, at a project cost of $250,000.

The project is called Florida Blue River City Marketplace and the owner is shown as Blue Cross Blue Shield of Florida.

Reynolds, Smith and Hills Inc. is the project designer.
