Brown names acting directors and division chiefs

Mayor Alvin Brown’s office has named acting directors and division chiefs for more than a dozen departments in the wake of last week’s departure of 23 mayoral appointees.

“They are serving in an acting capacity until other announcements are made,” said Brown’s Chief of Staff Chris Hand.

Brown said Wednesday he did not have a date for those announcements although he said the administration’s plan to reorganize City government is expected to be presented later this month or in early November.

Last week, the administration announced 23 separations and accepted resignations of appointed positions in executive departments reporting to the mayor effective Sept. 28.

Five of the 23 department heads will revert to other positions as civil service employees. Four decided to retire.

Among the acting department heads:

• Chief of Development Services Mike Sands becomes acting director of Planning and Development, succeeding William Killingsworth, who reverts to a civil service position.

• Acting Chief of Solid Waste Jeff Beck becomes acting director of Public Works, a position formerly held by Joey Duncan, who reverts to a civil service position.

• Kelley Boree, deputy director of Recreation and Community Services, becomes acting director, following Roslyn Phillips, who is retiring.

• Sarah Horn Ausherman, special events logistics manager, takes over as special events manager, following Theresa Price.

• Chief of Administrative Services Marlene Russell becomes acting director of Central Operations, succeeding Devin Reed.

• Administrative Services Operations Manager Greg Pease becomes acting chief of Procurement, following Michael Clapsaddle.

The administration also announced 30 more positions last week that were eliminated in executive departments reporting to the mayor.

It is standard practice for appointed department heads to submit resignations when a new mayor takes office. Brown took office July 1.

Hand would not elaborate about speculation that the reorganization plan is focusing on three major areas: administration, operations and growth.

“It’s premature for me to say what’s in the plan because there isn’t one,” he said.

“Those are clearly three functions every government has,” he said. “At this point it’s premature because there is still a review process.”
