At Tuesday’s City Council meeting, Mayor John Peyton announced he was establishing a City Ethics Officer and said he’d like to put attorney Carla Miller in the post. Wednesday Miller had moved into the Ethics Office on the 4th floor at City Hall and had posted a conspicuous notification in the hall. “It might be silly,” she said of the sign, “but I just wanted everyone to know we’re open for business.”
