JTA Mandarin site under contract for retail center

Mandarin could land another grocery store if a contract is completed for a developer to buy property from the Jacksonville Transportation Authority at northeast Marbon Road and San Jose Boulevard.

A conceptual site plan shows a 40,000-square-foot grocery store, a 20,000-square-foot junior anchor store and another 8,400 square feet of retail space. No tenant names are included on the plans.

The Cantrell & Morgan Inc. real estate firm is working on the leasing for the property and looking for prospective tenants.

“We think it’s a great neighborhood location and we want to put something in there that is complementary to the neighborhood,” said CEO Chris Morgan.

He said the plan was conceptual and no specific tenants or types of retailers have been determined.

Cedar Crossing Investments LLC has a contract for $3.1 million to buy the 9.11-acre site, now known as the Marbon Park-N-Ride, and develop a 74,400-square-foot shopping center.

The property’s market value is almost $1.7 million, according to the Duval County Property Appraiser.

Paul Meadows, managing member of Cedar Crossing Investments, did not respond to a phone call or email.

The deal is in due diligence and the JTA said it anticipates the purchaser will pursue zoning to build a grocery-anchored development to include a Park-N-Ride hub and retail outparcels.

A rezoning application filed by lawyer Paul Harden asks to change the zoning to a Planned Unit Development.

There is an almost one-acre outparcel for a 6,000-square-foot retail store along San Jose Boulevard, next to an existing Speedway gas station.

An existing Walgreens sits at the opposite side of the parcel at San Jose Boulevard and Orange Picker Road.

England-Thims & Miller Inc. is the project engineer.

If approved and the deal closes, the project would start within a year and be completed in two years.

It also shows a bus stop and 30 spaces for JTA parking.

Clothes Mentor building-out in Deerwood

Duckworth Construction Co. will renovate 3,300 square feet of space in Deerwood Village Mall for Clothes Mentor, whose co-owner said previously would hire 10-20 employees.

The city is reviewing a permit application for the $85,000 project at 9940 Old Baymeadows Road. The storefront formerly was occupied by Trudy’s Hallmark.

Franchise co-owner Lynn Green said in January it would open in late spring or early summer.

Clothes Mentor is a women’s clothing re-sale chain operated by NTY Franchise, which has said it expects up to four stores in Jacksonville.

Another, from franchise owner Dayna Cerullo, opened in Claire Lane Center in Mandarin at 11112 San Jose Blvd.
