• Mayor John Delaney has named Billy Edwards chief of the Fire Training Division in the Department of Fire and Rescue. He replaces Winston Nash, who retired after 30 years with the City. Edwards’ appointment requires City Council approval.

• Mayor Delaney will present a quarterly report on the Better Jacksonville Plan to the City Council April 23 at 6 p.m. in Council chambers. The mayor will also present a quarterly report to the Better Jacksonville Plan Citizens Oversight Committee April 29 at 6 p.m. in the mayor’s large conference room on the fourth floor of City Hall.

• The Institute of Government is sponsoring The Decline of Civic Involvement in America: Real or Imagined? Wednesday from 8:30 a.m.-12:30 p.m. at the University of North Florida University Center. Dr. Sherry Magill, executive director of the Jesse Ball duPont Fund, is the speaker. The forum is free and open to the public. For information, call 620-2844.

• Local businessman Thomas S. Underwood, who co-founded PSS World Medical, Inc., has purchased Daytona Beach-based Volusia Construction Company. The company specializes in underground utility construction work and posted $15 million in revenues last year.

• Jay Huling, creative director for The Hoffman Agency, will have his play, “Trilogy for Two,” produced on April 26, 27 and 28 by the Pennsylvania Playhouse. Huling’s play was a selected after winning the playhouse’s Premiere Performances One-Act Playwriting contest.

• Volunteer Jacksonville will host its annual awards ceremony Thursday at the Florida Theatre. A VIP reception begins at 5:30 p.m. followed by the awards ceremony at 7 p.m.
