Costco Wholesale is a few big steps closer to opening a membership warehouse club in Southwest Jacksonville.

Landowner Thomas Dumas, who leads Harmony Farms of Jacksonville LLC, filed plans with the city and with the St. Johns River Water Management District for permits at a 43.72-acre site.

Costco Wholesale is shown as a 152,626-square-foot building with 655 parking spaces and a fueling facility on 16.5 acres.

The location is at Collins and Parramore roads, south of Interstate 295. It is across Collins Road from the new Walmart Supercenter.

Thomas Engineering Group LLC of Tampa is the agent and engineering consultant.

Costco has not responded to phone calls or an email request for comment.

Costco Wholesale Corp. is based in Issaquah, Wash. Its only Jacksonville store is near St. Johns Town Center in Southside at Butler Boulevard and Gate Parkway, near I-295.

Dumas said he could not comment because of a confidentiality agreement.

The project has been in discussion for at least two years. District 14 City Council member Jim Love welcomed news that plans were filed.

“This is a very good sign, in my opinion,” he said.

Love said road improvements make the deal workable.

The city, Jacksonville Transportation Authority and the developer are working toward improvement of Parramore Road to connect Youngerman Circle and Collins Road.

The JTA said it will widen Collins Road from Rampart Road to Old Middleburg Road.

Love previously said Costco Wholesale would create 250 jobs.

The plans filed with city also show two outparcels on the site, which indicates more potential development.

Costco Wholesale built its first Jacksonville store in 2000 on almost 14 acres at 4901 Gate Parkway, adjacent to The Markets at Town Center. That building is almost 153,000 square feet.

The two locations are about 20 miles apart.

$1.8M renovation pending for 121 Financial headquarters

Headquarters renovations are in review for 121 Financial at the Riverside building it bought in January.

The city is reviewing a permit application for a $1.8 million renovation of 21,580 square feet of space at 701 Riverside Park Place.

Scherer Construction and Engineering of North Florida is the contractor.

The city also is reviewing an application for interior demolition of the space.

The community-chartered credit union said in January it will relocate its corporate headquarters from Southside to the building, which it bought for $3.4 million from Scott-McRae Automotive Group LLLP.

Property records show the three-story building, comprising 43,170 square feet, was built in 1980.

The credit union, now based at 9700 Touchton Road, is open to residents and businesses in the greater Jacksonville area.

Chief Strategy Officer Paul Blackstone said in January that 121 Financial will consolidate its support and operations staff from the Touchton offices, as well as from offices in Baymeadows and the McDuff area.

ABC Liquors Inc. intends to build a store at 6313 Roosevelt Blvd.

The city is reviewing a permit application for a $1.21 million construction project for an 11,070-square-foot store on about an acre.

R.D. Michaels Inc. is the contractor.

Waffle House Inc. is preparing to build a 1,635-square-foot restaurant at 11825 San Jose Blvd. It’s a $250,000 job, according to the permit application.
