The city issued a permit April 27 for Haley Construction Inc. of Ormond Beach to build a 3,751-square-foot Whataburger on 1.38 acres at southwest San Jose Boulevard and Hartley Road at a cost of $2.37 million.
The Ferber Co., based in Ponte Vedra Beach, paid $1.4 million in April 2021 for the property.
San Antonio-based Whataburger is the operator. It will have a ground lease with Ferber.
