The owner is 8405 Express Wash LLC of Coconut Creek.
The developer is Car Wash Pro Designers of Chicago. Terra Consulting Group Ltd. of Park Ridge, Illinois, is the civil engineer.
The 4,983-square-foot building is planned on 1.12 acres.
The city is reviewing a permit application for construction of the facades for the Publix Super Markets Inc. and Publix Liquors stores at eTown.
The $650,000 exterior hardscape and shell work is planned at 11025 E-Town Parkway.
It also is reviewing plans for the shell construction of an almost 12,000-square-foot retail building next to Publix at a cost of $1.3 million.
