Duval County School Board member Jason Fischer filed paperwork this week as a first step toward running for a Jacksonville House seat in 2016, setting up a possible GOP primary battle with former state Rep. Dick Kravitz.

The pair would run in House District 16, which Rep. Charles McBurney, R-Jacksonville, will vacate in 2016 because of term limits.

Fischer, 31, an engineer, was elected to the School Board in 2012 and has supported school-choice programs and issues such as increased school accountability and tying teacher pay to performance.

As he runs for the House, he said Tuesday he also would focus on issues such as economic development and energy independence. Kravitz, who filed paperwork last month to begin running for the seat, served in the House from 2000 to 2008, after also serving a dozen years on the Jacksonville City Council.

Filing the paperwork, at least in part, allows candidates to raise money for the races.
