Flournoy proposes 330 apartments next to St. Vincent's Southside

Flournoy Development Co. proposes a 330-unit multifamily apartment project on a high-profile site next to St. Vincent’s Medical Center Southside off Butler Boulevard.

Flournoy, based in Columbus, Ga., wants the city to rezone 16.34 acres along Gate Parkway West for the project, shown on a preliminary site plan as eight apartment buildings with an amenity building, pool area, dog park and grill and picnic areas. Plans also show six detached garages.

The buildings would comprise 30 to 60 units a building.

Flournoy wants to rezone the property, on the south side of Gate Parkway West, immediately next to St. Vincent’s, from commercial office to planned unit development.

England-Thims & Miller Inc. is the planner and engineering. Geheber Lewis Associates is the architect.

Lawyer T.R. Hainline with Rogers Towers is the agent.

Flournoy has developed about 125 communities comprising more than 26,000 units. It comprises three companies — Flournoy Properties, Flournoy Construction and Flournoy Development.

The property is owned by St. Luke’s-St. Vincent’s Healthcare Inc.

The exhibits with the ordinance explain the apartment complex would provide mid-priced housing to residents in the area and will serve as a transitional use between the hospital to the west and the townhomes to the east.

BJ’s Wholesale Club property sold for $18.3

A New York investor paid $18.3 million this week for the BJ’s Wholesale Club property on Philips Highway in South Jacksonville.

Jacksonville-based Retail Opportunities Inc., led by developer Peter Sleiman, sold the 11.32-acre property Tuesday to 8046 Philips Highway LLC, led by real estate management executive Richard Kassis of Bedford, N.Y.

Wells Fargo Bank issued a $10.5 million mortgage Tuesday to 8046 Philips Highway LLC.

Sleiman was unavailable Thursday. Kassis could not be reached.

Duval County property records show the site carries a market value of $9.82 million.

Records show Retail Opportunities Inc. acquired the property in 2009 from Property Management Support Inc., as trustee of Philips Baymeadows Land Trust, for $11.2 million.

Property Management Support, whose president is Toney Sleiman, bought the land for $3.3 million in 2005 from Ring Power Corp. and developed BJ’s Wholesale Club. Records show the site includes the 122,000-square-foot wholesale club and a gas fueling station.

Ring Power moved its headquarters to St. Augustine in 2005.

Versona Accessories opening at Town Center

Versona Accessories, a division of The Cato Corp., intends to open in The Markets at Town Center, next to St. Johns Town Center in South Jacksonville.

The city is reviewing a building-permit application for tenant build-out for Versona Accessories at 4866 Big Island Drive, No. 9.

Frisch & Associates Construction Co. Inc. of Charleston, S.C., is the contractor for the $250,000 project.

Cato is a specialty retailer of value-priced fashion apparel and accessories. Its three divisions are Versona Accessories, Cato and It’s Fashion/It’s Fashion Metro, which operate about 1,300 stores in 31 states.

Versona Accessories sells women’s jewelry, handbags, shoes, belts, scarves, hair accessories, sunglasses, gift items and more.

Kimley-Horn build-out approved

The city approved the tenant build-out for Kimley-Horn and Associates Inc. at 12740 Gran Bay Parkway W., No. 2350, in Flagler Center.

C. Harrison Construction Inc. is the contractor for the 8,144-square-foot project at a cost of $197,750.

The design consulting firm now operates in Baymeadows at 8657 Baypine Road, Suite 300.

The company operates in 18 states and also has affiliated companies in Michigan, New York and Puerto Rico.

Sola Salon coming to Mandarin, Beaches

Sola Salon Studios locations are expected to open this fall in Riverplace Shopping Center in Mandarin and in Atlantic Village in Atlantic Beach, near LA Fitness.

The Mandarin salon is at 11111 San Jose Blvd., No. 72. Ron Alderman Construction Inc. of Tampa is remodeling the space at a project cost of $488,900.

The Atlantic Beach location is at 983 Atlantic Blvd.

Sola Salon Studios is based in Tampa and says it is the largest, fastest-growing salon studio business in the country. It was created a decade ago and now has more than 150 locations nationwide in 32 states.

The company rents studios to hairdressers, estheticians, nail stylists, massage therapists and other salon professionals. “At Sola, you will become the business owner of your own boutique salon,” says the solasalonstudios.com site.
