Borland Groover plans a $14.6 million Clay County medical center

The gastroenterology services clinic seeks an economic development grant for the development

Borland Groover Clinic plans to build a 14,000-square-foot, $14.6 million surgery center and medical office at 805 Wells Road in Orange Park.

The Jacksonville-based gastroenterology services and treatment provider is applying for an Economic Development Incentives Grant from the Clay County Board of County Commissioners. The request is on the commission’s March 22 meeting agenda.

The $14.6 million cost includes renovation, fixtures, equipment and other costs.

According to a report prepared March 11 by Chereese Stewart, assistant county manager, the facility will create 49 jobs “all of which are expected to exceed the average Clay County wage of $39,605,” according to the report.

In the summary, the average annual wage without benefits is stated by Borland Groover to be $56,365.

If approved, the grant would pay Borland Groover after the facility has been operating for a year and if at least 10 full-time jobs are retained.

The grant amount is dependent on the tax revenue the new facility brings to the county.

The grant request is complicated because the property is in the incorporated town of Orange Park. Because it is in Orange Park, the economic development grant will pay 75% of the incremental increase in ad valorem taxes paid above the base year (before the facility is opened) for 10 years.

After that, Borland Groover will be paid 50% of the incremental increase in ad valorem taxes paid above the base year for another five years.

Also because it is in Orange Park, the grant refund is calculated only on the portion of taxes collected by the county.

The grant request scored 26 points on a scale of 40. It received 7 points for wages, 10 points for capital investment, 9 for jobs and 0 for location.

The report recommends approving the grant.
