City issues permits for $23 million Springs at Flagler Center apartments

Continental Properties Inc. of Wisconsin bought land from FSCJ for the 250-unit project.

The city issued 16 permits Oct. 2 for Jacksonville-based Elkins Construction LLC to build the 250-unit Springs of Flagler Center apartments in Flagler Center at a cost of more than $22.98 million.

The project comprises nine apartment buildings, a clubhouse, three detached garages and associated facilities at 12585 Flagler Center Blvd. on 10 acres at southwest Philips Highway and Old St. Augustine Road.

Plans show Continental Properties Inc. of Wisconsin will build six two-story and three three-story residential buildings comprising 249,012 square feet of enclosed space and 28,734 square feet of unenclosed space, including attached garages.

There will be 40 studio, 85 one-bedroom, 105 two-bedroom and 20 three-bedrooms units with 9-foot ceilings and balconies or patio.

The three garage buildings will total 6,528 enclosed square feet.

The clubhouse will be 4,296 square feet enclosed and 1,002 square feet unenclosed. 

Through Continental 495 Fund LLC, Continental Properties bought the undeveloped property Aug. 24 from Florida State College at Jacksonville for $4 million. 

Continental Properties is a national multifamily, retail and hospitality development and property management company started in 1979 by three 20-year-old college students. Continental has developed more than 25,000 units in 19 states through its Springs and Authentix branded communities.
