Duggan edges Polson for House District 15: Where he stands on business issues

Rogers Towers attorney says he will work with JAX Chamber, supports financial incentives to bring businesses to state.

Wyman Duggan will fill the seat left by fellow Republican Jay Fant in Florida House District 15.

He defeated his Democratic challenger Tracye Polson by 1,251 votes.

Duggan is a partner at the Rogers Towers law offices in Jacksonville and is a well-known land use attorney at Jacksonville City Hall.

When asked about Jacksonville’s business climate, and how he would promote growth in the area, Duggan said he would work with the JAX Chamber “to implement its Public Policy Advocacy Agenda.”

He said the agenda addresses local, state and federal issues such as “business climate, small business, infrastructure and mobility, education and workforce development, international trade, and the regional military presence.”

“I would also work to create a regulatory and funding environment that incentivizes the relocation and creation of businesses in the defense, aerospace, and commercial space sectors at Cecil Commerce Center, which is in HD 15,” he said.

Duggan also supports the use of financial incentives to bring businesses to Florida and Jacksonville.

“I believe that these incentives should have a quantifiable return on investment, and a transparent mechanism to hold recipients accountable to enforceable performance standards throughout the full term of the contract,” said Duggan.

He said keeping that information confidential, which is allowed under Florida law in some cases, “helps contain the expenditure of public funds by avoiding a bidding war with rival communities and their economic development agencies.”
