Hair care firm seeks $450,000 in incentives to create 150 jobs

Mayor’s Budget Review Committee sends “Project Blaze” to City Council.

A Midwest-based manufacturer of hair care products wants to expand its operations into the Southeast and is seeking up to $450,000 in city and state incentives to open in Jacksonville.

The Mayor’s Budget Review Committee agreed Monday to send to City Council the proposal, code-named “Project Blaze.”

Office of Economic Development Director Kirk Wendland said, if approved, the company would move into a 170,000-square-foot space at EastPark business park in South Jacksonville.

He said 150 jobs would be created with an average annual salary of $50,000.

The state would contribute 80 percent of the incentive, up to $360,000 at $2,400 per job, through the Qualified Target Industry Tax Refund program.

The city would contribute 20 percent of the incentive, $600 per job, up to $90,000.

“Our exposure is very low,” Wendland said.

The proposal will be drafted and submitted to council by May 22.
