The Duval County Teen Court held a grand opening ceremony for its new offices Monday at the City Hall Annex. Those attending included Judge Brian Davis, Jay Plotkin of the state attorney’s office, City Council member Elaine Brown, Florida House Rep. Don Davis and Judge Gary Flower. Teen Court is a program that gives first-time offenders between the ages of 10 and 17 a second chance, yet holds them accountable for their actions. Violators must appear before a jury of their peers, plead guilty and accept whatever sanctions are imposed. If the offender successfully completes the sanctions, they will not receive a conviction record.
