The Mathis Report: Catalyst identified for eTown apartments
Catalyst Development Partners of Atlanta and Dream Finders Homes of Jacksonville are expected to develop apartments and townhomes at eTown, the Southside community under development by The PARC Group.
Catalyst Development, which also is building the SoBa Apartments in San Marco, is named on plans as the prospective developer for 326 apartments on 13.5 acres in eTown along R.G. Skinner Parkway, which will be renamed E-Town Parkway.
Eastland Timber LLC, led by Vice President Jed Davis, is the property owner and EnVision Design + Engineering is the civil engineer.
The multifamily site is just east of Florida 9B at the bottom of the eTown development.
Plans show four buildings by Catalyst. Humphreys & Partners Architects LP of Maitland is the architect.
Catalyst Development said it had no information to share.
Dream Finders Homes bought 12.98 acres in eTown on the northern end to develop a townhome project for which it is seeking approvals.
Through DFC East Village LLC, Jacksonville-based Dream Finders Homes paid $3.85 million for the land. Eastland Timber LLC sold the land.
The St. Johns River Water Management District is reviewing an application by Dream Finders Homes to develop what appears to be 90 townhomes among 14 buildings.
ETown primarily is east of Interstate 295 and Florida 9B in southern Duval County, with some land west of it.
Eastland Timber has been selling land for residential development and has land for commercial use.
ETown Parcel E9, bought by Dream Finders Homes, is at 9735 R.G. Skinner Parkway. The site is south of Baymeadows Road and east of I-295.
Single-family communities and a welcome center also are planned in eTown.
R.G. Skinner Parkway will be extended as E-Town Parkway. District 11 City Council member Danny Becton introduced Ordinance 2018-424 to change the name of R.G. Skinner Parkway to E-Town Parkway from the northern entry point of eTown through the property.
The PARC Group of Jacksonville is developing eTown for the Davis family, which owns the land through Eastland Timber.
While called E-Town in public documents, PARC Group is marketing it as eTown and says it will open in 2019.
A St. Johns River Water Management District permit filing shows the 1,478-acre mixed-use project will include commercial acreage with much of the developable property dedicated to residential use.
