Unofficial results were too close to determine a majority winner in the races for City Council District 11 and District 13. Supervisor of Elections Jerry Holland said provisional and absentee ballots must still be counted. Incumbent council member Ray Holt was leading in District 11 and former Atlantic Beach Mayor Bill Gulliford was leading in District 13.
