Mayor Alvin Brown accepted the resignations of several more appointed officials Wednesday, just hours after City Council approved the 2011-12 City budget.

In total, there were 23 such resignations and separations, according to City records.

Included among the resignations and separations were those of Director of Public Works Joey Duncan; Environmental Compliance Director Ebenezer Gujjarlapudi; Planning and Development Director Bill Killingsworth; Planning and Development Department Deputy Planning Director John Pappas; Recreation and Community Services Director Rosyln Phillips; Housing and Neighborhoods Director Wight Greger; Central Operations Director Devin Reed; and Special Events chief Theresa Price.

Duncan, Gujjarlapudi and Killingsworth are among several who have civil service reversion rights that will allow them as appointed officials to return to the same or comparable civil service classification, according to the City’s Charter. City records show they will do so. Phillips is retiring.

Duncan, Greger and Killingsworth were seen at the Council meeting Tuesday night. Price attended a meeting Wednesday morning with Council members Denise Lee and Robin Lumb.

Also, positions have been eliminated for 30 non-appointed employees so far, the Daily Record learned.

Brown has discussed the cuts in the past several weeks, telling the Duval Delegation and other business groups not to lobby him to retain the employees who are dismissed. Instead, he said the private sector should hire the individuals.

“We can’t afford it,” Brown told members of the Meninak Club of Jacksonville earlier this month. “You hire them.”

Chris Hand, Brown’s chief of staff, said Wednesday that administration officials had no comment about the personnel decisions.

In August, Brown accepted the resignations of nine City employees, including Jacksonville Economic Development Commission Executive Director Ron Barton. Barton’s last day is Friday.
