Mayor Alvin Brown made seven appointments to the City on Tuesday, including naming several acting chiefs to the permanent role.

The appointments were:

• Kelly Boree as parks and recreation director. Boree has been serving as acting director and will receive an annual salary of $112,000.

• Brian Clarke as ombudsman. Clarke is a Florida Supreme Court Certified Circuit Court mediator who has helped settle civil court cases in Duval County since 2008. His annual salary will be $90,000.

• Twane Duckworth as risk manager. Duckworth has been with the City’s Office of General Counsel since 2009. He has experience with the District of Columbia Office of Attorney General and as a program analyst for the U.S. Department of Consumer and Regulatory Affairs. His salary will be $115,999.

• Usha Mohan as the information technology chief. Mohan previously worked as senior director for service technology for Blue Cross Blue Shield of Florida. Her salary will be $135,000.

• Greg Pease as procurement chief. Pease has been working in the role as interim since September and worked in the City’s administrative services division before that role. His salary will be $105,000.

• James Schock as building inspections chief. Schock has been serving as acting chief since September. His salary will be $102,761.

• Elaine Spencer as the City’s Housing and Community Development chief. Spencer has more than 30 years of experience with the U.S. Department of Housing and Urban Development and has served as the Jacksonville field office director. Her salary will be $125,000.
