City reviewing 2 Brooklyn projects for 600 residences

Riverside Avenue and the Brooklyn area near Downtown are targeted for two developments — Riverside Park and 220 Riverside — that would create almost 600 apartments and carriage houses along with office and retail space.

Lincoln Property Co., based in Duluth, Ga., plans to develop the tentatively named Riverside Park on the four blocks bounded by Park, Leila, Jackson and Magnolia streets.

An application filed with the City by Lincoln Property Co. of Duluth, Ga., shows a proposed multifamily development of 287 residential units in four four-story buildings and 10 carriage houses in 10 two-story buildings.

Charles Shallat, executive vice president of Lincoln Property, said this morning that Lincoln has the property under contract from owner Pope and Land Enterprises Inc. of Atlanta. It is the first phase of development at the larger Pope and Land site, he said.

He expects Lincoln will complete the sale and start construction of the apartments in the fourth quarter and build the project in 18 months.

“With all the new jobs that have been announced in the Riverside complex, with EverBank expanding, it’s geared toward the workers in those buildings,” he said.

Shallat said he expects Pope and Land to develop the second phase of the development, a commercial project, by itself or with another developer.

The application also proposes an associated 34space surface parking lot, 66 carport spaces in three structures and 20 spaces in the carriage house units.

Riverside Park also will feature recreation facilities, including a pool and a property management office.

Riverside Park requests conceptual review from the Downtown Development Review Board of the Jacksonville Economic Development Commission.

The application states that future development will include commercial projects on adjacent property.

The review board is scheduled to meet at 2 p.m. Thursday at the Police and Fire Pension Fund Building at 1 W. Adams St.

The board also is scheduled to consider an application by Jacksonville-based Hallmark Properties for the 220 Riverside project at 220 Riverside Ave.

Hallmark describes the project as a six-story building with a basement, south and next to a previously approved, but not developed, 200 Riverside office project.

The 220 Riverside site is bounded by Magnolia and Forest streets and Riverside Avenue.

According to the application, the project is associated with the City-sponsored improvements for drainage, a City park and other utility improvements that received final approval from the board in 2009.

The development includes a fitness center, clubhouse facilities and 386 garage parking spaces.

Site plans filed with the City show that Hallmark has partnered with Bristol Development Group of Nashville, Tenn.

Site plans show 22 parking spaces off Riverside Avenue as well.

Meanwhile, the DDRB also is scheduled to review a request for EverBank signage at the AT&T Tower.

According to the request, the AT&T logo on the building, at 301 W. Bay St., will be removed and replaced with the EverBank logo.

The building will have signs on the north and south building elevations and the building owner also proposes to add ground-level signs facing Bay, Forsyth, Julia and Pearl streets.
