Allstate applies for $2.5M renovation in San Pablo

Allstate Corp. has applied for a $2.5 million permit to continue renovations of its San Pablo Road Allstate Benefits home office in Jacksonville.

The pending permit calls for renovations to the first and third floors of the main building.

Spokeswoman Cathy Mayo said it is the third phase of renovations at the campus at 4920 San Pablo Road S. Records show there are three buildings there – eight-story, five-story and two-story structures.

Mayo said in April that Allstate was renovating the offices to accommodate the relocation of employees that had been housed in a separate Jacksonville location.

"We are consolidating locations, not jobs," she said.

However, she said in April the company was actively recruiting for Allstate agents.

"With new agencies come openings for staff as well," she said. About 20 new jobs were expected.

About 1,000 employees work at the Jacksonville campus among Allstate Benefits, Allstate Claims and Allstate Dealer Services.

Allstate, based in Northbrook, Ill., is the nation's largest publicly held personal lines insurer and serves about 16 million households through its brand names.

Its Florida region is based in St. Petersburg.

The San Pablo property was developed in 1994 for Jacksonville-based American Heritage Life Investment Corp. Allstate Corp. bought American Heritage Life in a $1.1 billion deal in 1999.

County records show the property is held in the name of American Heritage Life Insurance Co., which continues to operate as Allstate Benefits.

The allstateatwork.com site describes its Allstate Benefits operation as voluntary supplemental insurance products that include health, life, disability, vision and dental coverage.

It provides its history:

American Heritage Life Insurance Co. was founded in 1956 in Jacksonville and has expanded to a national presence. The company is licensed to conduct business in 49 states, Puerto Rico, the District of Columbia, Guam, and the U.S. Virgin Islands.

In October 1999, American Heritage Life was acquired by The Allstate Corp. and now uses the marketing name of Allstate Benefits. All products are underwritten by American Heritage Life, a subsidiary of The Allstate Corp. The home office is located in Jacksonville.

More than 22,000 agents are licensed to sell American Heritage Life products, which include universal life, term life, disability income, cancer, accident, heart and stroke, critical illness, hospital indemnity, vision and dental insurance. The products are offered to more than 31,000 companies

Mayo said the pending permit would add meeting rooms.

M.A. Mortenson Co. of Minneapolis is the contractor.

In January and March, the city approved two permits totaling $2.3 million in renovations. A February 2012 permit shows renovations of $4.5 million. Other permits also have been approved. Mortenson was the contractor for those as well.

EverBank scoreboards in review

The city is reviewing the plans for the EverBank Field integrated scoring and video display project.

The Haskell Co. of Jacksonville filed plans on behalf of Jacksonville Jaguars LLC for the north scoreboard and south scoreboard project areas.

As the Daily Record reported Nov. 13, EverBank Field will have the world's largest scoreboards in the wake of City Council approval to fund the city's $43 million portion of the $63 million project.

The overall project establishes the new scoreboards, an upgraded north end zone deck and water features at the city-owned facility. The other $20 million will be paid by Jacksonville Jaguars owner Shad Khan.

The city's portion of the $63 million project will come from 2 cents of the 6-cent Duval County bed tax on hotel rooms. It will borrow its share and repay it over time, with the debt service about $3 million a year. The improvements are expected to be completed by the start of the 2014 Jaguars season.

3 more JPMorgan Chase branches OK'd

The Office of the Comptroller of the Currency approved JPMorgan Chase's applications to open three more branches — in Neptune Beach at Atlantic Boulevard and Seminole Road; in Ponte Vedra at Sawgrass Village Center at Florida A1A and Sawgrass Village Drive; and in Orange Park at Blanding Boulevard and Kingsley Avenue.

Delhaize to close Green Cove warehouse

A spokeswoman for Delhaize America said Tuesday its Green Cove Springs distribution center will close after the company sells the Harveys, Reid's and Sweetbay supermarkets to Jacksonville-based Bi-Lo Holdings LLC. The sale is expected to be completed in the first quarter of 2014.

The distribution center services the 72 Harveys stores in Florida, Georgia and South Carolina.

Delhaize America notified the state on Monday that 116 management employees would be laid off Feb. 9 at the distribution center at 4627 J.P. Hall Blvd. The center was developed for Food Lion, which Delhaize owns. Food Lion pulled out of Florida last year.

Christy Phillips-Brown, director of external communications and community relations for Delhaize America, said the associates affected by the layoff can apply for any open positions at Delhaize.

Delhaize America is a subsidiary of Brussels-based Delhaize Group.

Bi-Lo Holdings, which owns the Winn-Dixie and Bi-Lo supermarket chains, said it will convert the Sweetbay supermarkets into Winn-Dixie stores and the Reid's stores to the Bi-Lo banner. The majority of the Harveys stores will retain that name, but some may be converted to Winn-Dixie or Bi-Lo.

Bi-Lo said it intends to retain all store-level employees after the deal is completed. The 155 Delhaize stores have about 10,000 employees.

Phillips-Brown said the distribution center is 225,000 square feet and leases space from

building owner Green Cove LLC. The nearly 800,000-square-foot building opened in 1988.

Parador permit OK'd

The city approved construction Tuesday for the $6.4 million foundations for the Parador Partners LLC parking garage at 37 S. Hogan St.

The Haskell Co. is the contractor for the 211,794-square-foot unenclosed structure on a 1.3-acre site.
