Rimrock Development LLC plans a $950,000 retail building in The Markets at Town Center on land it bought for $2 million.

The Markets at Town Center property is adjacent to the St. Johns Town Center in South Jacksonville.

Rimrock Development, based in Lake City, is the manager of Town Center Pad T LLC, which bought the property June 7 and took out a $2.4 million mortgage the same day from The Jacksonville Bank.

Rimrock is led by Micah Linton, president of Rimrock Design Inc., a tile and flooring design firm founded in 1998 in Lake City.

Town Center Pad T intends to build a 7,500-square-foot retail building shell at 4890 Big Island Drive. It's referred to as a "new leasable building for The Markets at Town Center."

Plans don't show exactly how many units are available, but "future demising partitions" are included.

Simque Construction is listed as the contractor.

Town Center Pad T bought the land from Pinehill Markets Operating LLC of Atlanta, which is the developer of The Markets at Town Center.

County records show the property is about a half-acre.

State corporate records show Linton created Rimrock Development LLC in 2002 and Town Center Pad T LLC in May this year. Records for Pad T were registered May 9 and filed May 20.

More details on Cecil Commerce Center building

A few more details are emerging about the proposed 308,000-square-foot building at Cecil Commerce Center.

The concurrency review for the project, called JCCC Parcel D2, for Jacksonville Cecil Commerce Center, includes a letter from the Office of Economic Development and a memo from JEA.

The economic development letter, dated June 5, says the City is allocating 308,000 square feet for the development of a new warehouse and two accessory buildings to be constructed on the City's property at AllianceFlorida at Cecil Commerce Center.

The JEA memo, dated Jan. 9, describes the project as "cross dock industrial space and 14,550 sf Office Space."

The project is planned on 46 acres at 13509 Waterworks St. in the Westside industrial park.

O'Steen Volvo renovations pending along Philips

Renovations are in City review for O'Steen Volvo at the former Saturn dealership at 10863 Philips Highway.

Crabtree Construction Co. is shown as the contractor for the $1.2 million project to renovate the two-story dealership.

Robert Wulbern is the architect.

As the Daily Record reported in January, O'Steen Automotive Group Inc. intends to relocate its Volvo dealership business at 2525 Philips Highway more than 11 miles south to the former Saturn site by early 2014.

Mark O'Steen, a partner and vice president with the family-owned automotive group, said in January there were two motivating factors in the decision.

One, the Florida Department of Transportation needs part of the existing dealership property, including 40 parking spaces, for its Overland Bridge project along Interstate 95.

The project began early this year to replace the series of overpasses that carry traffic on I-95 over Hendricks, Kings and Montana avenues and Atlantic Boulevard. The overpasses are referred to as the Overland Bridge.

The project also will add lanes to I-95.

O'Steen said the project also will affect business access to the site.

Two, the O'Steens want to be part of the dealership migration to the southern Philips Highway area near the Interstate 295 East Beltway.

"We feel like we are the last-standing dealership here and we would like to be with the other competitors," O'Steen said in January.

The O'Steen family bought the 3.56-acre dealership at 2525 Philips Highway property in 1996 from the Parrish family, which operated Parrish Volvo there.

Other dealerships have been developing sites near the I-295 connection at south Philips Highway.

O'Steen Automotive paid $1.8 million for the former Saturn dealership site, comprising two buildings developed in 1995 on a 2.9-acre site.

O'Steen bought the property Dec. 21 from Spirit Master Funding IV LLC.

Records also show O'Steen took out a $2.76 million mortgage Dec. 27 from Bank of America.

The former Saturn dealership is not far from O'Steen's other dealership, O'Steen Volkswagen at 11401 Philips Highway, which was developed in 2006.

O'Steen said the new Volvo site will be renovated with the new Volvo face and the group will add service bays, a car wash, a customer lounge and an upgrade to the entire facility. He said the shop and service department will be air-conditioned.

He said the dealership employs 34 people and is considering adding jobs.

O'Steen said the south Philips Highway area is popular for automotive dealership development.

The building plans show renovation and expansion at the 19,542-square-foot dealership. Of that, the first floor comprises 14,442 square feet, with 5,100 square feet on the second floor.

Renovations include the showroom and offices, the parts department and service department.
