Details on the 21 budget amendments filed by City Council members

Here’s a rundown of the amendments being proposed by City Council members at tonight’s meeting. Additional amendments can be pitched at the meeting, which starts at 5 p.m.

Lori Boyer

$3.9 million: Additional revenue from rescue operations to cover lapse ($1.78 million) and for pay-go vehicle purchases.

$0: Amend Schedule A-1 to eliminate CRA projects, as such are not part of the CIP.

$0: Amend Schedule B for Southbank Tax Increment District to reflect $1,630,992 is identified for Riverplace Boulevard project in lieu of cash carry forward.

$0: Removes the following projects from the CIP: Downtown street and lighting improvements, Downtown enhancements-improved wayfarer signage; and Downtown traffic improvements two-way streets (potential CRA funding).

$0: Attaches a new Schedule b4d for the Banking Fund, which attaches a schedule of de-authorized projects.

Reggie Brown

$173,586: Restore funding to provide for continual education programs for JSEB mentoring programs ($50,000 from Council Operating Contingency and $123,586 from fund balance).

Doyle Carter

Budget neutral: Requiring $92,398 from within the library fund to be used to open and staff the Maxville Library Branch from Oct. 1-Sept.30, 2015, at the 2013-14 levels.

$6,627,341: Restore the 2.07 percent extraordinary lapse to the Jacksonville Sheriff’s Office, Jacksonville Fire and Rescue Department, Supervisor of Elections and Public Works.

Richard Clark

$231,229: Uses Property Appraiser’s Office fund to restore the cuts made to the budget.

Kimberly Daniels

$8,569,801: Restore the 2.07 percent extraordinary lapse to all departments approved by the Finance Committee.

$4,353,447: Restore the 2.07 percent extraordinary lapse to the Jacksonville Sheriff’s Office

 

Finance Committee

Amendment to Property Appraiser’s Office to reduce the budget for the aerial photograph survey at a cost of $314,806.88 and merit pool increases of $73,090 and benefits associated; and restore 2.07 percent extraordinary lapse.

Johnny Gaffney

$223,436: Restore seven positions in victim services (four from general fund, three through grant)

Denise Lee

$1,739,386: Restore funding cut from Mowing and Landscape Division.

$3,997,736: Restore funding cut from the Sheriff’s Office for hiring 40 police officers (nine months) and 40 community service officers (six months), plus 40 vehicles for the community service officers.

Robin Lumb

$2,870,194: Restore banking fund authorization Northbank Artist Walk Extension project that was de-authorized by the Finance Committee.

$6,787,036: Restore 2.07 percent extraordinary lapse to all departments, except for JFRD (separate solution for JFRD).

$11,800,000: De-authorize ITD project to purchase the ERP software upgrade to replace FAMIS.

Don Redman

$263,399: Defund the Human Right Commission and appropriate those dollars to Public Works maintenance.

Boyer, Lumb and Stephen Joost

$2,366,453: Increased revenues for Jacksonville Fire and Rescue Department in the amount of $2,366,453 will be used to cover the additional fleet debt service charges totaling $583,688 (as a result of borrowing $12,013,052 for vehicles) and the remaining balance will be used to eliminate 2.07 percent lapse ($1,782,765).

Technical amendment

Budget neutral: Technical/accounting amendment from the auditors that creates new all years special revenue subfund for Cecil Commerce Center Trust. Moves the fiscal 2014-15 budget and positions to a new subfund. Authorizes movements of revenue and expenses at close of current fiscal year.
