Jacksonville Mayor Donna Deegan announced Dec. 12 that Mike Weinstein has been named the city’s chief administrative officer.
Weinstein previously was chief of staff. He replaces Karen Bowling, who resigned in October.
“This title change is just a formality. For the past two and a half months, he has worked closely with Deputy Chief Administrative Officer Kelli O’Leary to manage city departments, and their partnership will continue,” Deegan said in a news release. “Additionally, Mike will be available to me for Mayor’s Office priorities as I continue to evaluate our staffing needs.”
Weinstein told reporters Dec. 12 the title change would not affect his responsibilities with the city. His salary of $271,855 will not change, according to a city spokesperson.
The chief of staff position will not be immediately filled, Weinstein said. Unlike the chief administrative officer role, the chief of staff role is not required under Jacksonville’s charter.
Weinstein has a long history in Jacksonville politics. He served as the city’s chief financial officer under two mayors and served two terms representing Jacksonville and surrounding areas in the Florida House of Representatives.
Weinstein served as the city’s CFO again from 2015 to 2018 before retiring for several years. He came out of retirement to serve in the Deegan administration.
He worked as Jacksonville’s chief negotiator for the “Stadium of the Future” between the city and the Jacksonville Jaguars before he was named chief of staff in 2024.
